The authority of the government established by this Charter shall encompass all citizens, media, activities, property, forums, servers, and other community resources owned by the Region or held in Trust, thereby asserting jurisdiction over all such elements within the Outback.

The World Assembly Delegate of the Outback shall hold executive authority over the Region and its government, serving as the ultimate arbiter of all decisions concerning its governance and administration.

The World Assembly Delegate may exercise their powers through the issuance of Grants. These Grants shall hold the highest authority within the Region, and their amendment or revocation remains the exclusive prerogative of the World Assembly Delegate.

Wardens shall be appointed or dismissed by the World Assembly Delegate as necessary to fulfill the needs of the Region. Wardens are tasked with maintaining significant endorsements and influence to safeguard the Outback’s sovereignty and security. Additionally, the World Assembly Delegate may assign Wardens other responsibilities to serve the interests of the Region.

The negotiation and ratification of interregional treaties and agreements shall be conducted by the World Assembly Delegate or their designated representative. The World Assembly Delegate may enlist the assistance of Wardens, Governors, or advisors to facilitate these processes.

The World Assembly Delegate retains the right to select their successor at a time of their choosing. Should the World Assembly Delegate cease to exist, resign, or transfer their nation to a third party without naming a successor, the position shall be deemed vacant. In such circumstances, the Wardens, or in their absence the Governors of the Outback, shall appoint a new World Assembly Delegate from among their ranks.

The World Assembly Delegate may assign responsibilities to Governors and advisors to manage governmental affairs. Each Governor shall oversee a Department, with its mandates defined or revised through Grants to align with the Department’s overarching objectives.

The World Assembly Delegate shall appoint Governors to lead the Departments of Home Affairs, Foreign Affairs, and Defence. Governors of Citizen Affairs, Communication and the Arts, and World Assembly Relations will be elected every four months through ranked choice balloting by Members of the Gathering

Governors may appoint a Lieutenant Governor to assist in managing their Department. A Lieutenant Governor shall serve indefinitely, subject to replacement at the discretion of the appointing Governor or the World Assembly Delegate.

Governors are responsible for managing the recruitment of staff and assistants from among Members of the Gathering, fostering active participation and support for departmental initiatives.

Department of Home Affairs: Tasked with ensuring regional security, enforcing the endorsement cap, and monitoring the entry of new nations.

Department of Foreign Affairs: Charged with representing the Outback’s government in interactions with other regions and interregional organizations.

Department of Defence: Entrusted with overseeing the Bushrangers and executing directives issued by the World Assembly Delegate.

Department of Integration: Responsible for naturalizing citizens, educating residents on regional customs and norms, administering elections, and organizing regional events.

Department of Communication and the Arts: Focused on fostering and preserving the cultural identity of the Outback as well as publishing The Outback's regional newspaper, The Shoutback.

Department of World Assembly Relations: Dedicated to developing strategies and analyses for World Assembly proposals, encouraging resident enrollment, and supporting regional authors in their endeavors.

All resident nations that are duly enrolled in the World Assembly, actively endorse the World Assembly Delegate and Wardens, and have submitted a Notification of Intent shall be recognized as citizens of the Outback.

The collective citizenry of the Outback shall be known as the Gathering. Members of the Gathering are entitled to the following rights:

Participation: The freedom to engage in regional events, activities, and discussions.

Suffrage: The right to vote in all open elections within the region.

Candidacy: The eligibility to stand for government positions.

Initiative: The ability to propose limited modifications, amendments, or new initiatives to regional law or governance structures.

The World Assembly Delegate retains the right to approve or deny any initiative, petition, or resolution proposing amendment to this Charter.
