Foundational Charter of The Real Middle Earth

The Foundational Charter of The Real Middle Earth

Established to secure governance, justice, and enduring unity among the nations of The Real Middle Earth.

I. The Regional Government Structure

1. Offices and Authority

The High Warden shall preside over the regional government with principal authority, holding 4 voting points on regional decisions.

The Consuls shall serve as a counterbalance to the High Warden, consisting of:

First Consul: 3 voting points

Second Consul: 2 voting points

Third Consul: 1 voting point

Should all three consuls unite in opposition, their combined votes (6 total) shall overrule the High Warden (4 votes).

2. Election of Officers

Once every month, a public regional vote shall be held open to all nations of The Real Middle Earth.

The nation that wins first place shall be named High Warden.

The nation that places second shall be named First Consul.

The nation that places third shall be named Second Consul.

The nation that places fourth shall be named Third Consul.

All World Assembly members of The Real Middle Earth are expected to endorse the newly elected High Warden as part of their civic duty.

3. Appointment of Officers

The High Warden may appoint nations to regional offices (other than Consul) only with the approval of at least one consul.

4. Removal of Consuls

A consul may only be removed from office through a public vote open to all nations of The Real Middle Earth.

5. Treaty Powers

Only the consuls and officials specifically assigned that duty by The High Warden shall have the authority to negotiate, draft, and ratify treaties with external regions or organizations.

6. RMB (Regional Message Board) Oversight

In cases of debate over whether an RMB post should be suppressed, the High Warden shall have the final authority to decide.

If an appointed officer suppresses an RMB post, any consul may overrule the suppression; the officer may appeal the consul’s decision.

7. Law Enforcement

All appointed and elected officers are bound to enforce the laws of The Real Middle Earth diligently and impartially.

8. Repeal of Laws

A regional law may be repealed if a majority of voting points (totaling votes based on voting power) supports repeal.

A loss or tie in the repeal vote results in the law’s continuation.

9. Amending the Charter

Amendments to this Foundational Charter require a unanimous vote of the High Warden and all three Consuls.

II. Justice and Punishment

1. The Regional Court

A Regional Court shall be established at the The Capital of the Real Middle Earth to hear charges of misconduct, resolve disputes, and oversee appeals.

2. Punishments

Punishments shall be determined based on the severity of violations:

Minor Offenses: Temporary suspension from voting or office duties.

Moderate Offenses: Removal from appointed office and official reprimand.

Major Offenses: Expulsion from the regional government or permanent disqualification from office.

3. Right to a Fair Process

No nation shall be subjected to punishment without:

Notification of the charges

An opportunity to present a defense

A right to appeal the decision to the Regional Court.

Emergency action without trial is permitted only to prevent immediate and significant harm to the region, subject to later review.

III. Right to Rebel Against Tyranny

1. Safeguard Against Power Seizure

If the High Warden attempts to seize power unlawfully, nullify elections, abolish lawful opposition, or violate this Charter, all nations of The Real Middle Earth are vested with the right to rebel against the High Warden’s authority.

Nations may call for liberators and organize resistance in the name of restoring lawful governance.

In witness of the enduring fellowship of nations, we hereby ordain this Charter to stand as the supreme order of governance in The Real Middle Earth.
