The Office of the High Overseer, alongside Talonia's allies in The Sovereign Seven, has reviewed GA Resolution #272, “Chemical Weapons Accord,” and hereby endorses its repeal.

Why?

1. “Whilst understanding the massive casualties and long term environmental damage… also believing that small scale tactical defensive usage… is sometimes vital”
   Legitimizes the use of chemical weapons despite acknowledging their catastrophic effects, creating a dangerous contradiction that allows abuse under the guise of “defense.”

2. Defining a “chemical weapon” as one that causes harm to “a habitable area”
   Relies on a vague and legally undefined term, rendering enforcement subjective.

3. “The use of chemical weapons… shall be limited to defensive or delaying operations”
   Allows environmental destruction and harm to military personnel as long as the user claims it was defensive, rendering the core restriction subjective and unenforceable.

4. “To develop and maintain a library of known chemical weapons, and to share this information with any nations that request it"
   Compels the distribution of highly dangerous data to any actor, regardless of intent or affiliation, creating a global risk for proliferation.

5. “To assist member nations in the voluntary decommissioning… of their chemical weapons”
   Makes disarmament optional, severely weakening its ability to reduce global stockpiles or enforce long-term compliance.

For these reasons, the High Overseer recommends that all citizens vote in favor of Repeal: "Chemical Weapons Accord".
