The Office of the High Overseer, alongside Talonia's allies in The Sovereign Seven, has reviewed GA Resolution #390, “Compliance Commission,” and hereby endorses its repeal.

Why?

1. "Mandates the Compliance Commission inform nations of the passage of legislation, promulgation of regulations, or enactment of administrative policies relevant to their nation"
   Clutters member states' inboxes with notifications, thereby increasing the risk that telegrams of actual importance may be overlooked or disregarded.

2. "Requires both civilian and military police forces to create a liaison point with the Commission to provide evidence on war crimes in particular and adherence to WA legislation in general"
   Imposes a bureaucratic burden on national security forces without clarifying the scope, resources, or limitations.

3. "Demands that documents requested by the Commission not to be destroyed and to be handed over promptly so long as state security permits"
   Allows withholding evidence on the basis of “state security”, enabling states to obstruct investigations arbitrarily.

4. "Permits the Compliance Commission... to accept information and data which are presented by non-member nations and nations not party to that investigation"
   Allows external actors not bound by World Assembly rules to influence investigations, undermining the sovereignty of actual member states.

5. "Strongly encourages nations to cooperate with the Compliance Commission on matters relevant to their security"
   Relies entirely on voluntary compliance, making it completely ineffective against nations that refuse cooperation or actively conceal violations.

For these reasons, the High Overseer recommends that all citizens vote in favor of Repeal: "Compliance Commission".
