Ministry of Defense Establishment Act

Part I

Section One. This Act shall establish the Liberty Compact’s Ministry of Defense, which shall oversee the military and intelligence agency, and work to promote the security of the Compact.

Section Two. The Ministry of Defense shall be led by a Minister of Defense, followed by a Deputy Minister of Defense, who shall assist him or her.

Section Three. The Minister of Defense shall be Second-in-Command of the military (including the TLC Intelligence Agency and the Common Army), behind the Consuls.

Part II

Section One.

1. The Chief of Staff of the Common Army shall be Third-in-Command of the Common Army, and the leader the daily functions of the Active Troops, and the functions of the Reserve Troops, when called into the service of the Compact. He shall train and direct the troops, and may work alongside a Vice Chief of Staff of the Common Army, who shall be his or her assistant.

2. The Chief of Staff of the Common Army shall see to it that the independent militaries of all member regions effectively act as Reserve Troops, and that they are informed of their duties to the Compact.

Section Two. Similarly, the Chief of Staff of the TLC Intelligence Agency shall be Third-in-Command of the Intelligence Agency, and the leader in its daily functions. He shall train and inform the Sentinels, and may work alongside a Vice Chief of Staff of the TLC Intelligence Agency, who shall be his or her assistant.

Part III

Section One.
1. The Common Army shall include four ranks inferior to the established offices: Private, Sergeant, Lieutenant, and General. The Chief of Staff of the Common Army and superior officers may hire, promote, demote, or fire inferior Army officers as needed.

2. Reserve Troops shall be considered Privates when called into the service of The Compact, unless granted a higher rank by the Chief of Staff of the Common Army.

Section Two. The TLC Intelligence Agency shall include three ranks inferior to the established offices: Junior, Associate, and Senior Sentinel. The Chief of Staff of the TLC Intelligence Agency and superior officers may hire, promote, demote, or fire inferior Intelligence officers as needed.
