This proposal comes quick on the heels of the General Assembly reset. In this era of redefining the World Assembly’s role, this proposal is one of the first attempts to address a collective action problem through the new sovereigntist foundational principles of the WA.

The resolution duly recognizes the need for an international coordinating body whose defined purpose is sustaining environmental standards with which each nation can be satisfied. In line with recent foundational principles, it explicitly identifies the right of nations to pursue their own economic development and environmental exploitation. The resolution does not impose proscriptions from above, but rather enables member states to ameliorate environmental disaster and ecological preservation. It should be stated that what constitutes environmental harm, damage, and undue development is based on domestic policy and need. In conjunction, the resolution establishes that the individual sovereignty of one nation should not trump policies that cause undesired harm to neighbors or other WA members – similar to abrogating free speech when yelling fire in the movie theatre.

Unlike previous attempts at such regulatory bodies, the proposed "Environmental Coordination Office" (ECO) will provide vital data and a forum for coordination. It will duly track emissions and disasters, while alerting member states to potential crises. This is especially heartening, as member states with fewer resources may access needed aid and information through coordination with the ECO and its member nations. Through the ECO as a forum, members may solve these issues according to what is best for their social, cultural, and political establishments.

Therefore, the office of Secretary Merethin recommends voting FOR.
