It is the opinion of the World Assembly General Secretary that this proposal meets the criteria for internationally appropriate legislation, and that it accomplishes its goals effectively and without overreach. Rather than micromanaging domestic affairs, "World Environmental Treaty" creates a general framework for collective action, adhering to the pillars of good international policymaking, most notably National Sovereignty, Collaboration, and Relevance. By outlining guiding principles for sharing the international ecosystem, such as holding member nations legally liable for action or inaction that results in environmental harm to other member nations, and impelling member nations to maintain a sustainable relationship with the shared environment, it avoids the usual mincing over the national implementation of these principles. As a result the proposal accomplishes its goals effectively, through partnership with member nations rather than by micromanaging them. Accordingly, it is the opinion of the World Assembly General Secretary that this treaty demonstrates the proper approach to effectively addressing complex international issues of this kind.
