The necessity of a designated headquarters is important to all bodies, regardless of their place in the space-time continuum. By its nature as a body straddling that continuum at all points, the World Assembly deserves an equally magnanimous headquarters through which its member-states may discuss riveting issues in only the best of places, like the proposed "Hall of Nations" located just outside the restrooms.
The proposed headquarters combines the Ballroom and the Stranger's Bar into one corporeal entity, which remains independent of member-states despite their insistences that it be their turn to own the building after the weekly trivia nights. The Stranger's Bar has a proposed addition of a statue honoring the Kennyite delegation, much revered by member-states as a shining beacon of the august body. Operating expenses remain with the WA to solve, and it may use the attached jukebox, ATM, and slot machines to generate the necessary revenues.
The proposal perfectly captures the WA and gives it an institutional hub through which many great things are sure to happen.
