forum-side office.Overview: This proposal forbids member nations from subjecting individuals within their borders to criminal liability for any act which was not clearly unlawful by a publicly available source of law at the time it was committed.
Analysis: There are some principles which are so core to human dignity and the rule of law that they justify limiting even where national sovereignty principles might otherwise be skeptical of such an intrusion into individual national affairs. One such principle is the idea that you cannot be punished for an act which was not unlawful when you committed it. This proposal is sensible in scope, clearly defines what member nations may and may not do, and respects the ultimate right of national governments to make their laws according to their own needs and values.
Therefore, we strongly encourage all World Assembly delegates to Vote FOR.
