Proposal Overview:
The proposal seeks to Repeal SC#13 "Liberate Utopia". The Authors state, that the Liberation is no longer serving the interests of the region of Utopia, as it is now barely populated by recent arrivals. Citing recent repeals that were passed for similar reasons, the Authors argue, that SC#13 should be repealed as the incident that made the Liberation necessary is 17 years in the past and the threats are no longer present.
Ministry Analysis:
A well written proposal, that clearly states the case for the repeal by highlighting the lack of purpose that the Liberation serves in present times. Further it cites recent precedents of the Security Council repealing other Liberations and Injuctions for similar reasons underlining the justification for the repeal.
Therefore the Ministry of World Assembly Affairs recommends a vote FOR this proposal.
