ARTICLE I: EXECUTIVE AUTHORITY
1. The Guardian Chancellor holds supreme authority over regional defense, moderation, and strategic development.
2. The Deputy Guardian Chancellor oversees daily executive operations, cabinet appointments, and legislative administration.

ARTICLE II: CITIZENSHIP & ASSEMBLY
1. Every nation residing within The Soliss Core holds full voting rights in the Regional Assembly upon posting their citizenship registration.
2. Citizens maintain absolute sovereignty over their individual nation's lore, policy, and World Assembly voting choices.

ARTICLE III: MINISTERIAL PORTFOLIOS
1. Executive functions are divided into three core portfolios:
* Ministry of Recruitment & Growth
* Ministry of Roleplay & Culture
* Ministry of Foreign Affairs
2. Ministers are appointed by the Guardian Chancellor based on active contribution and regional merit.
