A SERVICE OF THE SEA
Eastreach is an island nation, and its Coast Guard reflects a relationship with the sea that extends beyond simple maritime policing. The service is expected to rescue the stranded, patrol territorial waters, protect fisheries, respond to storms, maintain navigational routes, support isolated communities, and remain present in waters where civilian life continues long after naval warships have returned to port.
For that reason, the Eastreach Coast Guard maintains an unusual combination of modern operational capability and deliberately preserved maritime tradition. Sailing, traditional navigation, line handling, small-craft seamanship, and the practical reading of wind and sea remain respected professional skills even aboard vessels equipped with radar, satellite communications, aviation facilities, and modern propulsion. Electronic navigation is standard; dependence upon it is not considered an excuse for poor seamanship.
This philosophy is most visibly embodied by the three Cairn-class Heritage Cruisers, but it extends throughout the service. Coast Guard crews are trained as modern mariners first, not merely operators of modern machinery. A cutter may carry advanced radar, unmanned aircraft, satellite navigation, and secure communications, but its crew is still expected to understand the sea around it without treating those systems as substitutes for seamanship.
The result is a service that is technologically modern without considering older maritime skills obsolete. Eastreach does not preserve sailing traditions because it wishes to recreate the past. It preserves them because the sea has not fundamentally changed.
CAIRN-CLASS HERITAGE CRUISERS

To an observer along the Sceiran Sea or one of Eastreach's central Sounds, a Cairn can appear almost anachronistic: a long dark hull, traditional lines, high masts, working sail, and the unmistakable profile of an early ironclad.
Beneath that appearance is a thoroughly modern Coast Guard capital ship.
Their masts carry contemporary sensors. Their machinery spaces contain modern engines. SRH-42 Jackdaw helicopters operate from their sterns. Their boats conduct rescue and boarding operations, while broad internal spaces that would once have been occupied by heavy gun batteries instead contain laboratories, hospitals, workshops, command centers, relief stores, and utility spaces.
The Cairns are not battleships despite their appearance. They are not intended to exchange fire with frontline naval combatants, and the Coast Guard has resisted attempts to turn them into missile ships simply because their size would permit it. Their armament exists to enforce maritime law, defend the vessel, and protect personnel operating far from immediate assistance.
Their defining characteristic is instead independence.
A Cairn is intended to arrive somewhere and immediately begin functioning as its own command post, aviation base, medical facility, workshop, communications hub, and supply center. They are consequently among the largest and most self-contained vessels in Coast Guard service.
Only three exist.
This scarcity is intentional. A Cairn is meant to remain a significant sight rather than an ordinary one. All three share the same basic hull, propulsion, aviation capability, armament, and general mission set. Each can perform the duties of either sister ship if necessary.
Over time, however, equipment choices, internal allocation, specialized personnel, and accumulated experience have given each ship a distinct reputation.

ECG Endurance
Storm Research and Survey Cruiser
Among Eastreachers, the departure of Endurance toward an approaching storm carries a meaning opposite to that of almost any other ship.
Where commercial vessels seek shelter and smaller Coast Guard craft withdraw toward protected waters, Endurance is specifically prepared to proceed outward.
The ship is designed to remain scientifically useful in extreme weather, including conditions reaching Beaufort Force 12. She is not considered invulnerable to severe storms. Rather, reinforced construction, exceptional stability, redundant machinery, extensive damage-control capability, and specialized crew training allow her to operate in conditions where deliberately remaining at sea would be unacceptable for an ordinary cutter.
Her embarked scientific teams study atmospheric pressure, wind structure, wave height, currents, ocean temperatures, storm surge, seabed conditions, and the interaction between severe weather and Eastreach's islands. Sensor buoys, LRU-18W Condor weather-reconnaissance aircraft, smaller unmanned systems, autonomous surface vehicles, and expendable meteorological instruments allow the vessel to collect information not merely from around a storm but from within it.
Between severe-weather missions, the same equipment makes Endurance one of Eastreach's principal oceanographic, hydrographic, and geological survey platforms.
Within the Coast Guard, the phrase "Endurance is going out" has consequently developed a very specific implication: conditions are becoming bad enough that most vessels are coming in.

ECG Mercy
Disaster Response and Medical Cruiser
If Endurance is the ship that enters the storm, Mercy is the ship that follows it.
She is optimized for the hours and days immediately after a hurricane, earthquake, tsunami, landslide, industrial accident, or other major emergency. Her mission is not simply to arrive carrying supplies, but to arrive capable of functioning before damaged local infrastructure has recovered.
Large portions of her internal volume are devoted to medical facilities, emergency power generation, water purification, rescue equipment, food, temporary shelter, communications systems, pumps, engineering supplies, and relief cargo.
Her standard SRH-42B Jackdaws can be supplemented by SRH-42M medical-response Jackdaws during major emergencies, allowing assistance to begin even when local ports, roads, and airfields remain damaged or unusable.
Mercy is therefore frequently among the first large national vessels seen following a serious coastal disaster. Over time, the cultural meaning of the name has grown beyond the ship herself. Reports that "Mercy has entered the harbor" are commonly understood to mean that organized national relief has arrived with her.

ECG Vigilance
Command, Coordination, and Maritime Intelligence Cruiser
Vigilance is the least visibly dramatic of the three Cairns and frequently the one upon which the largest operations depend.
Her specialty is information.
During routine patrols she contributes to Eastreach's maritime-domain awareness, combining radar tracks, vessel identification, MPA-31 Falcon patrol reports, LRU-18 Condor surveillance feeds, shipping information, weather data, Coast Guard observations, and other lawful maritime intelligence into a common operational picture.
During emergencies, that responsibility expands dramatically.
Aboard Vigilance, damaged ports, functioning hospitals, aircraft availability, relief convoys, distress calls, fuel supplies, weather conditions, navigational hazards, local authorities, Coast Guard cutters, Navy vessels, and Eastreach Civil Corps teams can all be incorporated into a single coordinated response.
The ship also carries extensive planning facilities and additional stores for prolonged operations, making her the natural command platform when an incident expands beyond the ability of a single district or flotilla to manage independently.
Where Endurance measures the crisis and Mercy responds to its victims, Vigilance ensures that everyone involved knows where they are needed.

OILEÁN-CLASS FAST RESPONSE CUTTERS

If the Cairns represent the most visible expression of Eastreach's maritime tradition, the Oileán-class represents the Coast Guard as it actually exists from day to day.
Thirty Oileáns operate throughout the archipelago. They patrol fishing grounds, investigate distress calls, intercept smugglers, conduct boardings, escort damaged vessels, enforce exclusion zones, monitor commercial traffic, support search-and-rescue operations, and maintain the continuous government presence expected throughout Eastreach's territorial waters.
They are deliberately practical ships.
An Oileán is fast, economical, heavily used, comparatively simple to maintain, and large enough to remain independently at sea without wasting the resources of a Cairn on routine work.
Their crews consequently interact constantly with fishermen, merchant sailors, ferries, recreational vessels, harbor authorities, police, pilots, and local rescue organizations.
For many Eastreachers, the Oileán is therefore more representative of the Coast Guard than any Cairn. An ordinary sailor may see Endurance, Mercy, or Vigilance only occasionally.
The Oileán assigned to the local sector may become a familiar silhouette.
The class operates particularly closely with SRH-42 Jackdaw helicopters and MPA-31 Falcon patrol aircraft. Aircraft locate distressed vessels, suspicious traffic, pollution, survivors, or navigational hazards across large areas of water; Oileáns then provide the persistent surface presence required to board, inspect, rescue, arrest, tow, or assist.
Each cutter also carries a VTU-7 Starling vertical-takeoff unmanned aircraft. The Starling gives even an isolated cutter the ability to inspect nearby waters beyond visual range, search difficult coastlines, monitor a boarding from overhead, or investigate a contact without immediately committing a Jackdaw.

COAST GUARD AVIATION
Coast Guard aircraft are not considered accessories to the fleet.
Alongside the Oileán-class cutters, rotary-wing aviation forms one of the principal operational backbones of the Eastreach Coast Guard.
The most common crewed Coast Guard aircraft is the SRH-42 Jackdaw, a medium twin-engine search-and-rescue helicopter used for rescue hoisting, medical evacuation, transport, surveillance, disaster reconnaissance, and shipboard aviation. Cairn-class cruisers normally embark SRH-42B shipboard variants, while shore-based units predominantly operate the general-purpose SRH-42A. The SRH-42M medical-response variant provides additional clinical capability during large-scale disasters and is particularly associated with operations from ECG Mercy.
Jackdaws and Oileáns frequently work as pairs. A helicopter can search a large area rapidly, locate a vessel or survivor, and remain overhead while the cutter provides the sustained surface presence required to render assistance.
Long-range fixed-wing patrol is performed by the MPA-31 Falcon. The standard MPA-31A conducts maritime surveillance, broad search patterns, fisheries patrol, pollution monitoring, and vessel identification. The MPA-31B carries additional command and communications equipment, allowing it to coordinate aircraft and cutters across complicated searches or large maritime incidents.
Persistent unmanned surveillance is provided by the LRU-18 Condor. The standard LRU-18A is optimized for long-endurance maritime monitoring, while the LRU-18W carries specialized weather and atmospheric equipment for storm reconnaissance and frequently operates in support of ECG Endurance.
At the cutter level, the VTU-7 Starling provides local unmanned reconnaissance. The standard VTU-7A serves as the everyday embarked system aboard Oileán-class cutters, while the VTU-7B carries an enhanced low-light, thermal, and all-weather sensor fit for night operations and difficult search conditions.
Together, these aircraft extend the effective reach of the Coast Guard far beyond the visual horizon of its ships. Falcons find broadly. Condors remain overhead. Jackdaws reach people directly. Starlings allow individual cutters to see beyond themselves.

COASTAL AND SPECIALIST FLEET
Beneath the Cairns and Oileáns is a much larger collection of vessels whose importance is measured less by prestige than by availability.
Coastal rescue craft operate from local stations and provide the fastest response to incidents close to shore. Their size allows them to depart quickly, operate from small facilities, and reach incidents for which deploying a major cutter would be unnecessary.
Aids-to-navigation tenders maintain the physical system of buoys, lights, and channel markers upon which commercial and recreational shipping depends. Pollution-response vessels carry containment and recovery equipment for spills and maritime industrial accidents. Salvage ships assist damaged vessels, conduct emergency towing, and support underwater recovery.
Hydrographic vessels continually resurvey channels and seabeds, particularly following major storms, earthquakes, or unusual geological activity. Utility tenders sustain remote Coast Guard facilities and allow prolonged operations to continue without constantly drawing larger vessels away from their assigned missions.
These ships rarely attract public attention until something goes wrong.
Within the service, they are regarded as an essential part of the same philosophy governing the larger cutters: the Coast Guard exists not merely to patrol Eastreach's waters, but to keep those waters navigable, accessible, and safe.

THE WORK OF THE SERVICE
The scale of the Eastreach Coast Guard can be misleading when viewed only through its three largest ships.
The Cairns are national assets, deliberately rare and intended for missions where endurance, capacity, command capability, scientific specialization, or cultural presence justify their deployment.
The everyday service instead rests upon Oileáns, helicopters, patrol aircraft, rescue boats, specialist vessels, and coastal stations operating continuously across the archipelago.
During a major storm, this layered structure becomes most visible.
Endurance may proceed into the weather itself, measuring the storm as it moves across Eastreach's waters. Aircraft, Oileáns, and local rescue units operate around its perimeter, assisting evacuations, monitoring shipping, and responding to emergencies before conditions become impassable.
As the storm moves onward, Mercy proceeds into the affected region, bringing medical capability, emergency power, water, equipment, aviation, rescue personnel, and relief supplies before damaged infrastructure has necessarily recovered.
If the response grows sufficiently large, Vigilance becomes the floating coordination center through which Coast Guard units, the Eastreach Civil Corps, local authorities, hospitals, aviation assets, ports, Navy units, and relief organizations can be incorporated into a single operational picture.
The remaining fleet then performs the hundreds of smaller missions upon which recovery actually depends: reopening waterways, locating survivors, repairing navigational aids, moving personnel, inspecting damaged ports, towing disabled ships, delivering supplies, evacuating patients, surveying changed seabeds, and maintaining a continuous maritime presence.
The three Cairns may be the ships remembered in paintings.
The Oileáns are the ships remembered by the people they pulled from the water.
Both are the Eastreach Coast Guard.
