Health Safety Index

Brief: This bill is to recommend to the Senate and the House of the development of improved procedures when dealing with emergencies and/or disasters. Specifically citing the mass death and destruction left by the pandemic outbreak of October 29, 2013, noted as the worst disaster in the Federation of Trelatche's history, leading to 279,171,300 deaths (figures from the Ministry of Health) in less than 48 hours after the initial outbreak, with a survival rate of approximately 49%, which is only slighty higher than the regional average.

This bill is to recommend the following improvements to be implemented:

I) The establishment of the Health Safety Index, with the following guidelines:

Level 1:
State of emergency declared. All entry points into the Federation whether it be by land, sea or air, will be shut down, and potential entrants (foreigners and citizens) will be denied (re)entry. Extensive research and production of vaccine will be initiated, and will be distributed to area hospitals and clinics, free of charge to all citizens. All hospitals and medical clinics are expected to operate at maximum staffing. All non-essential government facilities will be shut down or face partial closure in order to minimize spread of disease, and to maximize resources. Police services across the nation are expected to be on alert. The World Assembly may be notified, and international co-operation may be required.

Level 2:
High risk. Emergency health alerts issued to the nation. The M.O.H. has right to completely close borders with neighboring and/or other nations deemed a hazard to the health of both citizens and visitors to Trelatche. If such is the case, all foreign commercial, private, and government traffic between the countries will be allowed to return home, although no new travelers will be allowed to initiate a trip to other countries during an alert level of 2 or above. Citizens will be allowed to return home provided that they pass health checks at entry points. All citizens and visitors who have had contact or have visited known infected nations in the past 72 hours as of the time of alert issue will be denied entry into the country. Extensive research and production of vaccine will be initiated, and will be distributed to area hospitals and clinics, free of charge to citizens with valid proof of identification. All hospitals and medical clinics are expected to operate at maximum staffing. All non-essential government facilities will face partial closure in order to minimize spread of disease, and to maximize resources. The World Assembly may be notified.

Level 3:
Elevated risk. Border checkpoints will be monitored by health screening and random checks. Foreign travellers and visitors will be allowed to leave the country, though foreigners wishing to enter Trelatche must go through mandatory screening, and may be denied entry if the analysis results are not satisfactory. Citizens returning will also be screened, but may be placed in quarantine if analysis results show discrepancies. Increased research and production of vaccine will be monitored. Major hospitals are expected to operate at maximum staffing.

Level 4:
Standard level of health monitoring. Regular activities are allowed to be processed with standard health procedures. Vaccine production and research at a normal rate. Hospitals and medical clinics are expected to operate normally.
