Fraternal Accords of the Anukai

Section 1. Name

a. This union shall be known as the Brotherhood of the Anukai (Anukai, Brotherhood)

b. Members of this union may be known as peoples of the Anukai, Anukai aligned states, people, organizations, and governments of the Anukai, as well as Anukai and Brotherhood throughout this document.

Section 2. Purpose

The Anukai's mission shall be the following seven (7) principles:

• 1. To promote the welfare of the peoples of the Anukai

• 2. To protect and preserve the doctrines of the seven Sons of Anu

• 3. To broaden the influence and perspective of the Anukai on a global stage

• 4. To act as a stabilizing and unifying factor in the world

• 5. To formulate the policies and procedures of the Anukai concerning international relations

• 6. To ensure the eventual hegemony of the Sons of Anu over their inheritance in Heaven

• 7. To provide services and assistance to meet the needs of the governments of the Anukai

a(1). Any sovereign people may freely declare their claim to be part of the inheritance of heaven, only if such a claim can be verified however will the descendants of the Children of Anu recognize their brothers and sisters in the Anukai.

a(2). Any signatory to the Fraternal Accords of the Anukai shall be considered a full member of the Brotherhood of the Anukai and accorded all the rights and privileges in the Halls of Anu as any other signatory. All members are of equal standing.

b. The authority of the Brotherhood extends to the admission of peoples into the Fraternal Accords and the Brotherhood, therefore only by unanimous agreement of members and in the presence of undisputed evidence can peoples claim to be members of the Anukai and enter into the Fraternal Accords and the Brotherhood.

c. Any member nation shall have their membership status terminated should they betray their loyalties to the Anukai by entering into a binding alliance with another party that would inhibit their pursuance of their responsibilities to the Anukai. The termination of membership status must be made by unanimous vote, excluding only the member in question.

d. Membership in the Anukai is an eternal bond of fraternal allegiance and cannot be redacted by Anukai states that have bonded themselves to the Brotherhood. Any attempt to leave the Brotherhood is an admission of an attempt to deceive the righteous Sons of Anu and will result in swift punishment meted out against the deceiving peoples, whose dishonest ways merit their eradication from the Earth.

a. The Brotherhood will be a cooperation of member governments and shall have no power superior to the power of the member governments in good standing.

b. All member nations will send a special representative to speak in the Halls of Anu for the interests of their peoples. All representatives shall be accorded a single vote and decisions of the Anukai are made by unanimous consensus. This council shall be the High Lords of Caliga.

c. No policy or decision made by the Anukai shall infringe on the rights and privileges of a member nations government to pursue their own internal and external policies including diplomacy and trade, except that no member is permitted to enter into another binding alliance with a group or single party.

d. The Anukai will establish a multi-national governing organization known as the Fraternal Cooperative to facilitate the unified administration of Anukai programs and subordinate organizations which shall be administered by vote by each member's representative in the Hall of Anu.

e. All member nations shall cooperate in a unified military command structure whereby allied forces can be integrated into Anukai allies' military organizations to ensure efficient command structure during a crisis.

Section 1. Definition

a. The Fraternal Cooperative is a college of representatives of Anukai nations, of which two shall be appointed by each member government.

b. A member of the Fraternal Cooperative shall be known as a Prince of the Sons.

c. The Fraternal Cooperative will administer the church of the Sons of Anu.

d. The church of the Sons of Anu shall appoint two Princes to seats in the Fraternal Cooperative.

Section 2. Creation

a. Upon the signing of the Fraternal Accords there shall be created one holy catholic church to the Sons of Anu.

b. The church of the Sons of Anu shall manifest in the form of fourteen member temples each to be subservient to the Fraternal Cooperative excepting the Templum Irae which shall serve only the High Lords of Caliga.

Section 3. Powers and Duties of the Fraternal Cooperative

a. Shall elect the pater familias majoris who shall be the head of the church of the Sons of Anu and it’s member temples.

b. Shall direct by unanimous vote the programs and policies of the church of the Sons of Anu and it’s member temples to the furtherance of the seven goals of the Anukai.

c. Shall administer the island of Caliga and provide for the welfare and security of it’s inhabitants.

d. Has the power to impeach and remove from office any pater familias by unanimous vote.

Section 4. Organization of the church of the Sons of Anu

The church of the Anukai will be divided into the following fourteen (14) departments:

• 1. Justice Temple (Templum Iustitia)

• 2. Family Temple (Templum Familiae)

• 3. Unity Temple (Templum Unitatis)

• 4. Labor Temple (Templum Laboris)

• 5. Glory Temple (Templum Gloriae)

• 6. Knowledge Temple (Templum Scientiae)

• 7. Pride Temple (Templum Edacitatis)

• 8. Prosperity Temple (Templum Opiae)

• 9. Greed Temple (Templum Avaritiae)

• 10. Peace Temple (Templum Pacis)

• 11. Mercy Temple (Templum Clementiae)

• 12. Desire Temple (Templum Cupiditatis)

• 13. Envy Temple (Templum Invidiae)

• 14. Wrath Temple (Templum Irae)

Section 5. Powers and Duties of the church of the Sons of Anu

a. The pater familias majoris shall establish a Patriarchal Palace on the island of Caliga from which the church of the Sons of Anu shall be governed.

b. The pater familias majoris shall establish a Pantheon Cathedral on the island of Caliga from which to venerate all the Sons of Anu.

c. Every Templum of the church of the Sons of Anu shall maintain a permanent headquarters and cathedral on the island of Caliga.

d. Every Templum of the church of the Sons of Anu shall raise and provide for the personnel required to fulfill their duties and responsibilities to the Fraternal Cooperative and the Anukai.

e. Every Templum shall have as it’s leader a pater familias who shall administer that Templum to the furtherance of it’s duties and responsibilities.

f. Templum Iustitia shall administer the righteously deserved heavenly justice to those who would flaunt the mandates of the Sons of Anu and their Earthly scions.

• Shall raise and maintain a force capable of maintaining security and harmony of the people, organizations, and governments of the Anukai

• Shall be responsible for the harmonious restoration of law and order in the case of insurrection or treason against the people, organizations, or governments of the Anukai.

• Has the authority to pursue a person or persons across Anukai borders and requisition by fiat the resources of law enforcement personnel required by the Templum.

• Has the power to detain any person or persons known to have participated in acts that violate the letter and spirit of the Fraternal Accords agreed to by the peoples of the Anukai.

g. Templum Irae shall provide the High Lords of Caliga with discrete and professional asymmetrical solutions to those who threaten the tranquility and security of the Anukai.

• Shall establish and populate academies devoted to the training of professionals in fields which further the Templum objectives.

• Are not administered by the pater familias majoris nor the Fraternal Cooperative but only by direct and unanimous agreement of the High Lords of Caliga.

h. Templum Invidiae shall seek to gather and archive information beneficial to the Anukai relevant to the interests, security, or desires of Anukai member states and the Fraternal Cooperative.

• Shall establish and train a class of field agents adept at subterfuge and obfuscation to serve to further the purposes of the Templum.

• Shall maintain a secure network of global communication and reconnaissance including but not limited to satellite networks independent of Anukai member states.

• Shall maintain the capability to furnish timely, accurate, and insightful intelligence on the capabilities and intentions of foreign powers including international terrorist groups.

• Has the authority to requisition by fiat information or evidence relevant to the pursuance of Templum duties from whomever may possess such information or evidence.

• Shall invest in cybersecurity research and development and improvements to existing cybersecurity capabilities.

i. Templum Cupiditatis shall be responsible for the security of the monies of the Fraternal Cooperative and the church of the Sons of Anu.

• Shall establish and maintain a secure banking system and accounting practices to safely maintain and service the accounts of the church of the Sons of Anu and the Fraternal Cooperative.

• Shall maintain accounts for each Templum to be owned and operated by that Templum for their purposes.

• Shall accept and process the annual dues to the Fraternal Cooperative independently of the accounts of the Fraternal Cooperative and shall administer the payment of those dues to each Templum and the Fraternal Cooperative.

• Shall maintain an emergency fund for use on demand by any Anukai person, organization, or government understood to be in need of it to be funded by the annual dues paid to the Fraternal Cooperative.

• Shall be awarded primary dealer in treasury securities status in any Anukai aligned state in which primary dealer systems are present.

j. Templum Clementiae shall provide for the recovery from and relief of any suffering or crisis inflicted upon the peoples of the Anukai including but not limited to drought, famine, natural disasters, and the results of military actions.

• Shall establish and maintain a corps of professional medical personnel to provide emergency medical care in the case of a disaster.

• Shall establish programs available to lawful citizens of any Anukai aligned nation to provide for the health and welfare of those citizens.

• Shall establish and maintain a permanent supply of food, water, and medical supplies to be distributed at the discretion of the Templum in the case of a disaster.

• Shall establish and maintain a corps of professional technical specialists for the construction and repair of national infrastructure and property.

• Shall be prepared and equipped to deploy to anywhere in the world for the purposes of humanitarian assistance and relief of plight.

k. Templum Pacis shall ensure the protection of the message of the Sons of Anu and of all peoples and governments that adhere to their doctrines from foreign powers and organizations by any means necessary.

• Shall establish and populate schools and academies of military training with emphasis on modern operational warfare.

• Shall raise and maintain a modern military force capable of deployment and sustained offensive and defensive operations anywhere in the world.

• Shall cooperate with all professional military forces administered by the peoples of the Anukai.

• Has the authority to request permission to utilize the military installations of any Anukai member government or organization required by the Templum.

l. Templum Avaritiae shall establish a fund for the strategic investment of Anukai monies in the regional and global financial markets to provide a profitable return on those monies.

• Shall create and administer a network of investment banks and wealth management corporations to service financial the needs of the wealthiest persons, organizations, and governments of the Anukai.

• Shall have freedom to invest globally and act in the best interests of the Fraternal Cooperative and the High Lords of Caliga in financial matters.

• Shall maintain anonymity of clientele.

• Shall be awarded primary dealer in treasury securities status in any Anukai aligned state in which primary dealer systems are present.

m. Templum Opiae shall promote the export of goods of the church of the Sons of Anu and Anukai aligned governments to people and organizations worldwide.

• Shall invest in regional economic competitiveness to support planning, capacity building, and capital projects in Anukai aligned states.

• Shall enhance regional competitiveness by providing financial and professional assistance to firms to identity growth strategies and adopt more efficient manufacturing and export processes.

n. Templum Edacitatis shall continue to expand the understanding of the history of the Sons of Anu and prepare for the eventual return to the realm of heaven that is the destiny of all of the Sons of Anu and their devotees.

• Shall seek always a greater and more complete understanding of the Sons of Anu and of the universe that is their inheritance.

• Shall provide an accurate and complete history of the Sons of Anu and their chosen peoples from the moment of their creation to the present.

• Shall endeavor to make the chosen peoples of the Sons of Anu ready to claim their place in heaven when the time arrives.

o. Templum Scientiae shall foster the continued growth of the scientific and technological capacity of the peoples of the Sons of Anu through research and investment in research organizations.

• Shall maintain satellite programs to monitor the Earth’s weather and climate and improve forecasting for severe weather events to protect public safety.

• Shall invest in long term scientific and technological innovation to ensure that the Anukai has access to the best technological systems in the world.

• Shall continue to strengthen international preparedness of Anukai member states by funding advanced development of next generation medical, technological, and military countermeasures against chemical, biological, radiological, and nuclear threats.

• Shall continue to expand the knowledge and capabilities of Anukai aligned states regarding the heavens that are the undisputed mandate of the Sons of Anu.

p. Templum Gloriae shall promote and grow the strength of the faith of the Sons of Anu, ensure it’s continued unity and stability, and provide for the peoples of the faith protection from corruption and abominations.

• Are responsible for the disbursement of the creed of the Sons of Anu to the unenlightened peoples of the Brotherhood especially and to the world in general.

• Shall protect and defend the peoples of the Anukai from the corruption of the wills of the Sons of Anu.

• Shall prepare and protect codifications of the doctrines of the worship of all the Sons of Anu as practiced by all of their true devotees wherever they may be found.

• Shall procure and preserve all relics relevant to the celestial history of the Sons of Anu and their tenure on Earth.

q. Templum Laboris shall provide for the protection and management of the natural resources under the hegemony of Anukai aligned states.
Shall not infringe on the territorial or economic integrity of an Anukai aligned state

• Shall have sovereignty over all resources found to be in non-territorial or exclusion-zone waters in the oceans that are within the sphere of influence of the people, organizations, and governments of the Anukai.

• May be invited to develop or assist in domestic energy generation operations in Anukai aligned states.

• Shall initiate the development of new sources of solar, wind, geothermal, fossil fuel, and other electrical generation capacity to create jobs, drive growth, and provide affordable resources to Anukai aligned states.

• Shall initiate a comprehensive geological survey of all the territory under the sovereignty of the Templum and continue to maintain accurate information on the geological attributes of that territory so long as it remains under their power.

r. Templum Unitatis shall seek out and identify any person, organization, or government who would flaunt the mandates of the Sons of Anu or their Earthly scions by breaking their covenant with the peoples of the Anukai.

• Has the authority to pursue a person or persons across Anukai borders and requisition by fiat the resources of law enforcement personnel required by the Templum.

• Has the authority to requisition by fiat information or evidence relevant to the pursuance of Templum duties from whomever may possess such information or evidence.

• Shall maintain the capability to furnish timely, accurate, and insightful intelligence on the capabilities and intentions of persons suspected of acting against the seven principles of the Anukai.

• Shall enforce in letter and in spirit these Fraternal Accords with respect to every person, organization, or government represented as Anukai.

• Has the power to detain any person or persons reasonably suspected to have participated in or are planning to participate in acts that violate the letter and spirit of the Fraternal Accords agreed to by the peoples of the Anukai.

s. Templum Familiae shall ensure the tranquil domestic cooperation and coexistence of all Anukai cultures and societies.

• Shall administer programs of education and cooperation among Anukai peoples, organizations, and governments

• Shall identify problems in the tranquil coexistance of Anukai member peoples, organizations, and governments and act accordingly.

• Shall be responsible for the identification and proof that a culture or society shares the celestial heritage of the Anukai and work toward their realization of their destiny.

Section 1. Powers of Anukai members

a. Are awarded a single representative in the Halls of Anu to serve as one of the High Lords of Caliga where they each receive a single vote when an issue is called to the floor.

b. Are free to suggest a policy or program to be initiated by the Fraternal Cooperative or the Brotherhood and have their suggestion be voted on by all members of the Anukai.

c. Shall have the power to confirm or deny admittance of a new member to the Anukai by voting following their declaration of intent to join the Brotherhood and their presentation of evidence of Anukai heritage.

d. Shall have the power to appoint or veto any person's appointment to a position in the Fraternal Cooperative based on a unanimous vote on the floor of the Halls of Anu.

e. Have the power to engage in trade, diplomacy, and warfare independent of the Anukai provided their diplomacy does not violate the standards of membership to the Anukai.

f. Are free to requisition assistance from the Fraternal Cooperative and have it provided in a timely and efficient manner.

g. A vote in the Hall of Anu is a holy decree and bears the force of law as far as the power of the Anukai extends.

h. A vote in the Hall of Anu that results in an infringement of the sovereignty of a member government shall not bear the force of law.

Section 2. Responsibilities of Anukai members

a. Must provide military assistance to fellow Anukai members if such assistance is requested under any circumstances.

b. Must provide monies for the furtherance of the objectives of the Fraternal Cooperative where the minimum contribution to the Fraternal Cooperative is 1% of Gross National Product per annum.

c. Are forbidden to engage in violent military action against an Anukai member.

d. Are forbidden to arbitrarily refuse to do business with any nation or organization that is represented in the Brotherhood to ensure a strong partnership among members.

e. Must cooperate with all unanimous legal decisions made in the Halls of Anu and ensure the swift and efficient enacting of all Anukai policies and programs.

f. Must place the furtherance of the objectives of the Anukai ahead of both national and other international aims of member peoples.

g. Must work to stimulate trade among Anukai members and strive to eliminate as many hinderances to profitable trade as possible to ensure the prosperity and strength of the Anukai.

h. Must be able to defend the Brotherhood in battle against lesser peoples and therefore must maintain a modern and capable military ready to serve to further the will of the Brotherhood.
