UEI Map Rules (Proposed)

Eligibility for Map Claims

• A nation must be a registered member of the United Empire of Islam in order to claim land on the map.

• Diplomats from foreign regions shall not be allowed to claim land on the map

• Residing puppets of registered members shall not claim any land on the map other than that which has already been claimed by the main nation.

• Any puppets of a nation which has been banned or ejected from the UEI for breaking UEI law or has been deleted from the NationStates game for breaking NationStates rules shall not be allowed to claim land on the map

Removal from Map

• A nation that ceases to exist shall have its land claim removed from the map 15 days after it ceases to exist. The land claimed by that nation cannot be claimed by another nation for 60 days after it ceases to exist. If the ceased nation is refounded within 60 days of its ceasing to exist, it may reclaim its land on the map.

• A nation that ceases to exist and publicly announces that it shall not return to the region/game shall have its claim on the map immediately. Its land claim will be open for another nation to claim from the day the nation announces it shall not return to the region/game.

• A nation that leaves the UEI for another region shall not return shall have its land claim removed from the map immediately. Its land claim will be open for another nation to claim from the day the nation leaves the region.

• A nation that is found guilty of violating any laws of the UEI and is banned or ejected as a result shall have its claim on the map removed immediately. Its land claim will be open for another nation to claim from the day the nation is banned or ejected.

• A nation that is found guilty of violating any laws of NationStates and is deleted from the game as a result shall have its claim on the map removed immediately. Its land claim will be open for another nation to claim from the day the nation is deleted.

• A nation may be permanently or temporarily removed from the map for any reason if decreed by the Secretary General, Deputy Secretary General, Minister of Roleplay, or President of the Regional Court of Justice.

Land Size Limits

• No member of the United Empire of Islam can claim more than 2.5 million square miles of land in its initial claim.

• An original member shall be entitled up to 2.5 million square miles of land in its initial land claim. An original member is defined as a member that joined the region before June 8th, 2013 CE.

• A former member of the region of RORMS shall be entitled up to 2.5 million square miles of land in its initial land claim.

• A nation that has resided in the UEI for at least 30 days prior to the establishment of this map shall be entitled up to 2 million square miles in its initial claim.

• A nation that claims land after the establishment of this map shall be entitled up to 1.5 million square miles in its initial claim.

• No member can have more than 5 million square miles of land at any given time. This includes land obtained through negotiations and wars.

Territorial Rights

• Nations may exercise full sovereignty within their respective land, water, and air borders.

• Land borders shall be defined by the map.

• Territorial waters are defined as 12 nautical miles of coastal water surrounding a nation's land borders.

• A nation's airspace is that airspace covering the nation's land and its territorial waters.

• Nations sharing territorial waters and airspace must reach their own agreements pertaining to the shared use of the space

• Nations also have full control over natural and artificial islands and bodies of water within their respective borders

Territorial Disputes

• Peacetime territorial disputes shall be mediated by the Regional Court of Justice

• Wartime territorial disputes shall be governed by NationStates RP rules and mediated by the Regional Court of Justice

• The Regional Court of Justice shall have the final say in all intraregional territorial disputes

UEI Government Controlled Lands

• The UEI government shall have control over the Masjid Al-Haram, Masjid An-Nabawi, and Masjid Al-Aqsa and the surrounding 50 miles of land, water, and air.

• The UEI government shall have control over its capital and the surrounding 50 miles of land, water, and air.

• Any attack on or any battle in any UEI government controlled territory is illegal.

• Any land under the UEI government's control must be protected by all members of the United Empire of Islam in the case of an attack.

• The UEI government shall be responsible for the safety of Hajj and Umrah pilgrims within its borders

• The UEI government may seize land for the purpose of security and stability if voted for by the majority of the United Empire of Islam Security Council
