This bill will aim to introduce a new roleplay mechanic into UCR's current canon on the RP map, known simply as the reformation of puppet states. Claiming has recently been made so that only preset areas are claimable when it was free claiming that brought the UCR so much RP in the first place.

Therefore, this bill will:

1. Create a mechanic in which the claiming parts of two more NPC state results in the formation of one or more new states in the areas not claimed from the original NPCs, as decided by the cartographer in terms of size and population.

2. Establish these newly created states as new NPC states, noted as nations in both RP and OOC, which are able to be claimed, and have parts claimed of them.

3. Grant these new NPC states all the same established properties as existing NCP states

Upon approval, all clauses detailed in this bill will be brought into immediate effect.
