The National Academic Council

The National Academic Council is a unique institution of the Kilowattian government. The Council represents the interests of Kilowattian academia in the national government. Membership in the Council is granted to all citizens of Kilowatt with a doctoral degree from an institution of higher learning recognized by the Council. The Council is classified as a Directory-level Entity by the Constitution of Kilowatt and as such its First Speaker is permitted to attend all meetings of the Directory. The Council also maintains non-voting representatives to the Senate and National Assembly.

Structure
The Council is divided into five Disciplines, each representing a broad academic subject area. Members of the Council are assigned to a Discipline based on the subject matter their doctorate was conferred for. Each Discipline elects a Speaker from their number to represent them in the Board of Speakers.

The five Disciplines are:
Arts
Humanities
Social Sciences
Natural Sciences
Applied Sciences

The Board of Speakers
The Board of Speakers is the executive body of the National Academic Council. It is responsible for managing all organizations overseen by the Council, managing the day-to-day operation of the Council, and coordinating the Council's relationships with other entities. The Board is composed of the Speakers elected by each of the five Disciplines and a First Speaker, elected by the general membership of the Council, who is responsible for leading the Board. The current First Speaker is Severina Paget.

Duties
One of the primary duties of the Council is to, along with the Senate, confirm the appointments of the Directors-General. This was originally done by referendum of the general membership, but since 1982 it has been handled by the Board of Governors. The Council must also approve of any lesser appointments made for heads of agencies under the Directorate-General for Education.

The Council is also responsible for overseeing and appointing the Governors of the National Accreditation Bureau, which is the accreditation agency for all institutions of higher learning in Kilowatt. The Bureau maintains the list of all domestic and international doctorate programs which are recognized as valid for attaining Council membership.

The Commission for Academic Ethics is also managed by the Council. The Commission is responsible for investigating breaches of accepted academic ethics in Kilowatt. With the approval of the Council's Board of Speakers, the Commission may compel institutions to revoke academic degrees based upon their findings.

General Assemblies
Every 4 years the Council convenes in a General Assembly to discuss pertinent issues of interest to the Council and to act as a broad academic forum with symposiums on current research areas. General Assemblies are open to attendance by all Council members, and many of the academic symposiums are open to the public as well. If the Board of Speakers perceives an issue of immediate importance which must be addressed by the whole Council before the next normal General Assembly, they may call for an Extraordinary General Assembly to be convened at a time of their choosing.
