The United Empire of Islam Football Association (UEIFA) is one of the regional bodies of United Empire of Islam. It is the regional governing body of association football or soccer in United Empire of Islam. UEIFA is responsible for the organization of UEIFA Cup, the largest football competition in the region.
UEIFA was founded on 8th of July, 2015 by the member nations of United Empire of Islam. It is headquartered in Dar Al Tawheed, Greater Islamic Empire of Pakistan.
According to the new rules and regulations of UEIFA, it is responsible for the organization of all regional football events including friendly matches. UEIFA also makes game rules and grants funds to member associations for the development of football in their particular countries.

History:


2014 UEI Cup:

The first football tournament on regional level was organized by the Ministry of Sports and Recreation of United Empire of Islam in 2014. Although there was no proper regulation of 2014 UEI Cup yet it proved to be a huge success across the region. It was hosted by Ashwar. Patistan won the cup while The mejilid state were the runners up.
2014 UEI Cup generated large amount of revenue and played an important role in introducing the sport to a large number of people across the region. Thousands watched the matches in the stadiums while millions across the region watched them live on Television and internet.

Formation of UEIFA:

Having seen the success of 2014 UEI Cup, representatives of different national associations of UEI member nations gathered in Sparkle City, Slovenya to lay the foundation of a regional Federation to organize and control regional events related to football especially the UEI Cup . Several rounds of discussion led to the formation of United Empire of Islam Football Association on 8th of July, 2015. The name of UEI Cup was changed to UEIFA Cup. It was decided that UEIFA will be headquartered in Sparkle City where it was founded. UEIFA was founded as a private Federation. Its formation was recognized by the regional Government of UEI but it functioned independent of any involvement from the regional government. President and Vice President of UEIFA were elected by the board of governors to control the federation and organize events. Very first challenge for the UEIFA was to organize 2015 UEIFA Cup.

2015 UEIFA Cup:

2015 UEIFA Cup was hosted by the defending Champions Patistan. Kawther won the cup while Ashwar were the runners up. This Cup was very much of a success financially but it failed to draw as many audience as 2014 UEI Cup. This also led a number controversies as many regional members believed that Patistan's bid to host 2015 UEIFA Cup was not promising and it lacked a number of important things that a bid must contain, yet the bid was approved and Patistan was asked to host the Cup. Many believed that officials at UEIFA HQ were bribed to support the bid. There were allegations on the regional government led by Slovenya that they created hurdles for other nations who wanted to be a part of bidding process but none of the allegations were proved. Although the event was held successfully, it created alot of differences among the members of Board of Governors and they lost trust in each other. Many believed that there were flaws in constitution and that it should be ammended.
These differences among board members led to the cancellation of 2016 UEIFA Cup.

2017 Reforms:

The divisions among Board members didn't cease even after Patistan ceased to exist. 2016 UEIFA Cup got cancelled and the dead-lock continued. Many believed that if things didn't change, UEIFA will have to cancel the 2017 Cup too.
To find a solution, Secretary General of UEI Fahad Ayub Alvi intervened and a series of talks were held with the boad members. Even these talks didn't give any result and now it was all upto Secretary General to save the federation. Using his special powers as Regional Secretary General, on 28 July, Fahad Ayub Alvi dissolved the Board of Governors, dismissed the President and Vice President of UEIFA, and suspended the constitution of Federation.

He ordered to draft new rules and regulations that were brought into effect on August 10, 2017. A number of reforms were introduced and system of UEIFA was overhauled by new rules and regulations. The HQ of UEIFA was also shifted to the regional capital Dar Al Tawheed because under new definition UEIFA was a regional body. The old HQ in Sparkle City, Slovenya was made UEIFA Museum controlled by UEIFA.

Structure:


UEIFA is headquartered in Dar Al Tawheed, Greater Islamic Empire of Pakistan. It is a regional body established under the law of United Empire of Islam.
The administrative structure of UEIFA consists of a President, a Vice President, First Secretary and a Board of Directors. UEIFA member associations are divided into two categories i.e. Full Members and Associate Members. Each of the full member associations shall have one representative in the Board of Directors. Board of Directors will be responsible for the election of First Secretary.
The details of new administrative structure are as follow:

-President of UEIFA:
Presidency of UEIFA is an honorary position with no administrative powers. Head of representative association of the team winning UEIFA Cup shall become the President of UEIFA a day after the closing ceremony of UEIFA Cup. He will retain this position until the final match of next UEIFA Cup. According to new rules and regulations, first President of UEIFA will be decided the on basis of the results of 2017 UEIFA Cup Final.

-Vice-President of UEIFA:
Like Presidency of UEIFA, Vice Presidency is also an honorary position with no administrative powers. This position shall be awarded to the head of representative association of the team that stands runner-up in the UEIFA Cup. Vice President of UEIFA will also assume charge a day after the closing ceremony of UEIFA Cup. He will retain this position until the final match of next UEIFA Cup. Under new rules and regulations, first Vice President of UEIFA will be decided the on basis of the results of 2017 UEIFA Cup Final.

-First Secretary of UEIFA:
First Secretary of UEIFA will be the administrative head of the body. After taking the approval from Deputy Secretary General of UEI, the Regional Department of Sports will open the bidding process to host UEIFA Cup. Interested nations will submit their bids to the Board of Directors of UEIFA and the board of Directors shall select the host nation by voting. Head of the representative association of the host nation will be asked to assume the role of First Secretary of UEIFA.
First Secretary will have powers to give associate membership of UEIFA to the association representing a nation that is member of UEI General Assembly on their application.

-Board of Directors/Full Members:
Board of Directors shall consist of full members of the UEIFA. It will be the core administrative body of UEIFA.
•BoD shall vote to select the host nation/ elect the first secretary,
•If a simple majority of BoD votes FOR the proposal, an associate member will be granted the status of full member, and membership of BoD.
•Simple majority of BoD members will be required to revoke full/associate membership of a nation.
•Full members shall automatically qualify for the UEIFA CUP. They will not have to play the qualifying round.

-Associate Members:
Any nation that is a member of United Empire of Islam General Assembly can apply for the associate membership of UEIFA. First Secretary of UEIFA will review their application and accept or reject it. Teams of Associate Members will have to play in UEIFA qualifying round to qualify for the UEIFA Cup. Associate Member will be automatically granted full membership if team finishes in top 2 positions in UEIFA Cup. Other than that, an associate member can apply for full membership if;
•It has participated in atleast two UEIFA Cups (not UEIFA Cup Qualifying Rounds).
•nation has been active member of UEI and UEIFA.
•The application for full membership must be supported by majority of BoD members. If this happens, applicant will become a full member of UEIFA.

UEIFA Cup:


The main function of UEIFA is to organize UEIFA Cup. UEIFA Cup is held once every year. The whole process of organization of Cup is explained below:

•First Phase:
The first phase of UEIFA Cup includes selection of host nation or election of First Secretary of UEIFA. After the approval of Deputy Secretary General, Regional Ministry of Sports will open the bidding process. All nations who are a member (either full or associate) will be given 7 days to prepare, edit and finalize their bid to host UEIFA Cup. All nations must submit their infront of UEIFA Board of Directors by the end of 7th day.

-Introduction on why that country is suitable for a world cup.
-Host cities.
-Is there infrastructure to maintain the world cup? (football development)
-Enviromental protection (Will tourists, visitors, players etc face any possible harm during the cup and what measure will be taken to reduce those potential dangers?
-Which stadiums will be used? (their capacity, location),
-Venue specific hotels and venue specific training grounds for the teams,
-accomodation for all those involved including footballers and spectators,
-UEIFA temporary HQ location for the world cup.
-Transport (what is available? how will spectators get from point a to point b etc),
-Safety and Security,
-Health and medical services,
-ticketing? (how much people will be able to attend etc, amount of tickets).

Board of Directors will vote to select the best bid. The bid that gets most votes will be selected and the nation will be asked to host the UEIFA Cup and nominate new First Secretary of UEIFA. Incase the votes becomes equal, decision of the President of UEIFA will be considered final.
-During this phase, all the participating teams must announce their kits, squads and team management for the UEIFA Cup. This will be considered as nation's signup for the UEIFA Cup.

•Second Phase:
In second phase, First Secretary will be given 2 days to finalize and announce the schedule of UEIFA Cup Qualifying Round.

-A list of all teams participating in the UEIFA Cup qualifier. All teams will be included in one group. Top teams in group will qualify for the UEIFA Cup.
-Dates and Venues of all the matches. Each team will play once against every other team.
-Referees, who must be from a neutral nation. Referees will scorinate the matches. Referees must be taken from the UEIFA Panel of Referees.
-Atleast 5 matches must be played in one day. The whole qualifying round must be played within three days.
-Points system used by UEIFA to formulate international rankings will be used in all events.
-No qualifying round will be played if total number of teams participating in Cup is exactly equal to 12 or 16.

-During this phase, participating teams may RP about their teams landing in the host country and theie experience in the host country etc.

•Third Phase:
In third phase, First Secretary will be given 2 days to announce the schedule for all the matches of UEIFA CUP including the matches played during the group stages, quarter finals, semi finals and the final.
There will be four groups with equal number of teams (3 or 4 in each group). Points system used by UEIFA to formulate international rankings will be used in all events.
At the end of the event, President of UEIFA will award the trophy to the Champions.

•Tournament Format:

The UEIFA Cup tournament features 12 or 16 national teams. There are two stages: the group stage followed by the knockout stage.

In the group stage, teams compete within four groups of three or four teams each. Each group plays a round-robin tournament, in which each team is scheduled for three matches against other teams in the same group if there are four teams in each groups. This means that a total of six matches are played within a group.
If there are three teams in each group, each team will play twice with other two teams at group stage. Thia means each team will play a total of 6 matches. The top two teams from each group advance to the knockout stage. Points are used to rank the teams within a group. Three points are awarded for a win, one for a draw and none for a loss.
Incase, the points of two or more teams in a group become equal, ranking among team will be determined by

▪If points of two teams become equal then their ranking will be determined as follow:
-Greatest combined goal difference in all group matches
-Greatest combined number of goals scored in all group matches
-Least number of goals conceded in all group matches.

▪If more than one team remain level after applying the above criteria, their ranking will be determined as follows:
-Greatest number of points in head-to-head matches among those teams
-Greatest goal difference in head-to-head matches among those teams
-Greatest number of goals scored in head-to-head matches among those teams
-Least number of goala conceded in head to head matches among those teams.

▪If any of the teams above remain level after applying the above criteria, their ranking will be determined by the drawing of lots.

The knockout stage is a single-elimination tournament in which teams play each other in one-off matches. It begins with the quarter finals in which the winner of each group plays against the runner-up of another group. This is followed by the semi-finals, the third-place match (contested by the losing semi-finalists), and the final.

Membership of UEIFA:


Currently, there are xx members of UEIFA. Members of UEIFA are divided into two catagories:

Full Members:
There are 7 full members of United Empire of Islam Football Association. In to become a full member, an associate member should write an application to the Board of Directors of UEIFA explaining why that nation should be given full membership of UEIFA? Board of Directors will make a decision on the application by voting. A nation applying for the full membership must be an active member of UEI and must have participated in atleast two UEIFA Cup editions. Other than that, if a team reaches the finals of UEIFA Cup, it will automatically become a fulls member of UEIFA.

Ethics Committee:
UEIFA Ethics Committee has the responsibility to ensure that no players, referees or associations are involved in cheating, corruption, and any kind of immoral, unethical or illegal activity. All kinds of disputes related to UEIFA administration, games or member associations will also be resolved by UEIFA Ethics Committee. The decision of UEIFA Ethics Committee will be final in all such cases. UEIFA Ethics Committee will consist of following members:

The UEIFA Panel of Referees consists of 15 referees from 05 nations across the region. All the events played under the banner of UEIFA will have referees from this panel. No international event/match will be recognized by UEIFA if the referees are not taken from the UEIFA Panel of Referees. This is to ensure the transparency during games played. Referees will be resposible for scorinating the matches.

UEIFA Museum:


The UEIFA Museum is a football museum located in Sparkle City, Slovenya. It is constructed in the northwestern corner of the city, near Lake Alya, it's the largest structure in the area, sitting at four stories in height and nearly 500 ft in length. It was founded to preserve, conserve and interpret important collections of regional football memorabilia. It was established on 28th of July, 2017. Before that, it served as the Head Quarters of UEIFA for about 2 years.

Introduction of new rules and regulations in August, 2017 made UEIFA a regional body. So, the Head Quarters of UEIFA waa also shifted to the capital of UEI, Dar Al Tawheed where headquarters of all the regional bodies are located.
UEIFA Museum is home to large amount of collections related to the history of football in the United Empire of Islam. This includes balls that were used during the 2014 and 2015 UEIFA Cups. They are signed by the captains of winning and runners-up teams. Other than that, large number of rare photographs and autographs of important football personalities are exhibited there. Status of regional football leaders are also displayed in one of the halls of the UEIFA Museum.

UEIFA International Ranking:


The UEIFA International Ranking is a ranking system for national teams in association football. The teams of the member nations of UEIFA are ranked based on their game results with the most successful teams being ranked highest. The rankings were introduced in August 2017 after the new rules and regulations of UEIFA were made.
Current rankings are based on the matches played after 1 January, 2017. This also includes the friendly matches and matches from UEIFA Cup and UEIFA Cup Qualifying Round. The latest UEIFA International Teams Ranking is as follow:

United Empire of Islam Football Association recognizes the matches played by its member nations against each other and regulates them. A number of matches are played by the members including friendly matches and the matches being played in UEIFA Cup or UEIFA Cup Qualifying Round. All these matches are recorded by UEIFA and their record is kept safe. These matches are also used to form international ranking of team by UEIFA.
