Proposal to Implement Endorsement Caps in South Pacific

Should there be endorsement caps in South Pacific? Other Founderless regions, such as St Abbaddon, have already implemented caps in order to maintain stability among its small pool of WA members, and in particular to protect the Delegacy. The same could work here in South Pacific, as there are only 15 WA nations here, so only around 14% of nations are WA members. I propose that:
  • There will be an endorsement cap of three for all non-Delegate residents. No nation should seek any more than this number.

  • There will be an endorsement cap for the Vice Delegate of five.

  • There will be no endorsement cap for the WA Delegate.

Any nation that tries to seek more than the allotted number should be asked to resign and re-enter the WA, or perhaps they should ask members to unendorse them until they reach the allowed numbers. Nations also shouldn't attempt to endorse people who are already at the cap.

Hopefully this is pretty simple, and while it'll probably take a while to fully implement here in South Pacific, please feel free to discuss this so that this can be improved, and hopefully put in place sometime in the near future.
