Government Structure of the Sutherland Federation
The Executive

The Executive branch of the government consists of a dual system that equally values philosophical vision and logistical execution of that vision. The Arc-Wonderess is the monarch of the realm that holds more power than a conventional constitutional monarch. The monarch has the duty of keeping the government accountable to the religious vision of the Courantist faith and the religious guide specific to the church in the Sutherland Federation The Wondrous Orders. The Arc-Wonderess is elected by the people for a life term. The monarch may relinquish power through natural death or resignation. The successor is therefore decided by another election and not tied to heredity. However, there is a political device that allows for the forced removal of the Arc-Wonderess. This requires a ratification of law by a majority of the three regents and a majority of governors. Thereafter a referendum is held by which an affirmative vote in a majority of districts is necessary to confirm followed by another election at least a month later. If the second election reaffirms the act of removal then it is made legal.

The main power of the Arc-Wonderess resides in his or her ability to criticize the government and force referendums by which the monarch can advise how the populace should vote. The monarch is advised by a committee that is made up of the bishops of the realm. This committee has no legislative capacity and only acts as an advisory body. There is no strain of secularism within the government as dogma and faith are just as important as logistics and logic when legislation is deliberated. The Arc-Wonderess is the chief of relations to all other nations and heads foreign affairs office known as the Office of the Wings. Therefore, the Arc-Wonderess plays the role of primary advisor and critic of the main government.

The Arc-Regent is elected from the three regents of the Federation and must be of the majority party of the three regents. The veto power of legislation rests with the Arc-Regent. Most legislation is not binding but merely collaborative and advisory. The main binding organs of government resides in the governments of the individual dominions. Governance having to do with inner dominion-territory relations is the main subject of binding force at the national level which is the main purview of the Arc-Regent. This includes trade deals, currency, language, judicial powers, and war when the whole nation is mobilized. The foundation of such law is the doctrines and views of the Courantist faith. This makes social debate nearly nonexistent with most work going toward balance and peacekeeping between the various dominions of the Federation. Elections occur only when the Arc-Regent and the Arc-Wonderess together call for elections. There are no permanent parties but rather constantly changing coalitions based on the prime issue of debate. The Arc-Regent acts as speaker of the Core General and is assisted by heads of each committee.

The Legislative

The Core General is the primary government body which includes all governors of the 150 districts in the federation. The 3 regents are part of this body and their own body including the Arc-Regent. It is divided into committees of interdominion discussions dealing with social welfare (Committee of Heart), culture, defense, and identity (Committee of Passion), education, finances, and the furthering of faith (Committee of Doctrine), and foreign relations and future planning (Committee of Wisdom). All deliberations are purely advisory and only holds force of adopted by the government of a dominion or territory unless the federal government is called upon to moderate or make an ultimate decision. Each committee is headed by a Servant who act as specialists on certain affairs of the committee. These servants include The Servant of Heart, The Servant of Doctrine, The Servant of Passion, and The Servant of Wisdom. They serve the equivalent of committee chairs and political advisors to the Arc-Regent who nominates them to be confirmed by the Core General.

Military force is not a prime concern to the Federation and is used internally if a dominion refuses to comply with a federal decision. The military is known as The Arc-Diadem of the Federation and exists in chapters of each dominion-territory. If one dominion is attacked from an external force, other dominions must vote and deliberate as to whether to help the attacked dominion or not. If a majority of dominions are targeted then the entire nation must defend the Federation and be mobilized. The Arc-Regent then shall name a temporary Arc-General in the case of military conflict. The members of the Core-General have various areas of expertise with military ambition or experience being among them.
