Assuming you're referring tot he Confederation of Corrupt Dictators, they're the most vociferous of the recruiting "raider" regions. I personally don't like them very much, but try to avoid discussing them because that would be feeding the trolls.

A nation which does not engage in some kind of site activity (it's not answering issues per se AFAIK, but you do have to do something and that's a convenient one) automatically "ceases to exist," aka it has "CTE'd." Essentially, if you stop playing, eventually your nation is culled and more or less put in stasis. It's easy to revive a nation that has CTE'd, but you run the risk of someone else taking your name. It's not an automatic thing, there is some protection against having your nation's name taken, but it's still *possible* for someone else to found a new nation with your old nation's name if you aren't careful.
