The 4th fleet, seeing the Peatiktistian patrol boats, orders carriers to release anti-ship helicopters for them to deal with the craft themselves, warships of the 4th fleet will not fire cannons or missiles because they will think it's a trap.
Same goes for the joint patrol fleet, ordering anti-ship helicopters.
(By the way, the 4th fleet and the joint patrol fleet are in two different Shavaran controlled fleets, so they are far away).
