This seems a little overly ambitious for someone not currently in the region.

Small issue: the Regional Message Board is public, and publicly discussing a plan to raid usually results in the raid failing.

If members have a specific suggestion for a raid, they can be telegrammed/sent over discord.

Hey so, I have a favor to ask about a few of you that are interested...

My other account has a region, and it recently elected a border control officer. To give this border officer a bit of a test, I would like to enlist the help of a few of you nations in this region. It would involve coming into the region, making one of you delegate, and then I would see how my border control officer reacts/handles the situation within a few days. If you are interested in helping me, please send me a telegram. (You must be part of the World Assembly to join the raid party)

Oh, shoot, that wasn't the reason was doing all caps. I did it because it was a one-word answer, and I was trying to be funny. I did not mean to display that as a reason to dislike this region, and I'm sorry if that made it seem like I was one of those all-caps people that don't know where the caps lock key is to turn it off.

Don’t worry about it, it was a joke - people will dislike raiding and the regions that do it, so pleasing them would be effort wasted. I also significantly doubt that was the reason for Esthe’s dislike of us.
