Laurenburg wrote:RP: While the Japanese admiralty agrees that eliminating the naval threat of the PLAN should be the Compact's first priority, they do not believe the strategy of luring out contingents and defeat in detail will work. The Compact needs aircraft carriers, especially the Nimitz-class JS Hosho and the Izumo-class carriers to effectively contest maritime airspace, making them no doubt the primary targets of the PLAN. Submarines, cruise missiles, and aerial assault on these carriers can be safely defended against as long as the fleet remains concentrated, as the Compact posseses a large number of Aegis equipped destroyers designed to detect and eliminate incoming aerial threats, and the Japanese fleet is specifically prepared for anti-submarine action. However, the Chinese focus on a different means of attack: large numbers of high speed ballistic missiles falling at steep angles, designed to rain down in the general vicinity of a known carrier, overwhelming it's means of defense. Therefore, it is imperative that the Compact navy ensures that the location of their carriers remains ambiguous to the Chinese. Likewise, the same ballistic missile strategy could be used to thwart Chinese carriers as well, if the Compact were able to determine the precise location of one. Destroying these key ships will be a major step to gaining dominance over the seas, and to hem in the already restricted PLA fleets. Because the situation in the South China Sea has more or less stabilized, Japan would support efforts to crack the PLAN blockade, for the sake of further reducing their naval power. Simply drawing out Chinese naval and air power in the distraction is serving a greater purpose to the Compact forces, in a morbid way. Regardless, Japan agrees that air resources should be concentrated in more feasible operations.

On all fronts, more advanced anti-aircraft weaponry and missiles need to be produced, but for the sake of contesting air supremacy over southern Manchuria, more anti-aircraft weaponry are brought in from Japan and, to a lesser extent, Korea. The offensive will continue as planned for the time being, awaiting the inevitable PLA army that no doubt looms near Harbin. Nevertheless, news of Korean and Japanese progress in Manchuria will no doubt spark reactions from the Chinese public.

The unusual historical nature of the situation is not lost on the Japanese army, and an increased interest in early Showa-era Japanese Imperial army clothing and culture gain popularity among some men in the force. Old Japanese "Gunka", especially "Roei no Uta", as well as the Battotai march. Hopefully, the aggressively nationalistic and militaristic nature of these songs don't bother their Korean allies too much, as the Army administration and command are doing nothing to oppose this trend.

The Japanese admiralty highlights the Yellow Sea as an important area that could be useful in drawing out and sinking Chinese ships. Cautious submarine activities are authorized in the area, which could be a promising, yet dangerous way to strike PLAN vessels.
Japanese PM Ishiba will be honored to meet the immortal queen whenever she decides to visit the largest city in the world.
Japan, and presumably all of the other Taipei Compact nations, are certainly willing to permit their allies to use their bases.

Naval Front:
Supreme Naval Commander for the Compact Navy Ao Yi-Chih assembles his lesser chief of staff, consisting of officers from all the Compact navies and the commanders of the Northern Command, Central Command, and Southern Command. Here he outlays his overall doctrine for the fleets on the continuance of the war based on 3 assumptions:
1. The war on land cannot be won without first neutralizing the PRC navy
2. The PRC is receiving most of its trade and supplies through the sea at the onset of war.
3. The individual navies of the Compact are more suited for defensive purposes with limited, and split, offensive capabilities.

With these 3 assumptions out of the way, Ao Yi-Chih proposes to the various naval commanders a large operation consisting of luring out PLAN navy assets to allow the fleets to sink small groups of ships at a time and defeat the PLAN in detail. This will be in close cooperation with the Airforce to launch constant bombings on the PLAN in their ports and shipping to cripple their infrastructure necessary to commit to war in the sea. He understands right now that Compact aircraft barely have teh capabilities to contend with the PRC airforce but believes it is necessary to further the goals in the mainland. As if the PLAN is neutralized it will restrict trade to land or air. If the Southern forces take Dali, then it would just leave the air. From which the PRC can still receive supplies severely hindering its capability to make war. With the fight in the air much less tenable than the sea it is that reason that Ao Yi-Chih proposes a priority for the air assets put towards the naval war. At completing his report he waits to see the opinions of the other officers gathered and to make a timetable for the operation.

(After the meeting)
Ao Yi-Chih hears of the Indonesian invasion of Hainan and their subsequent blockade with disdain. No operations by anyone were made for an invasion of Hainan, and with Indonesia conducting it unsupported and unannounced to the Allied Chief of Staffs made this situation even more dire. The Navy did not have the assets to attempt to break the blockade of the Island and relieve the Indonesians there. Nor did the ROC, Vietnam, or other Compact forces in Southern China have the air assets to contend with the bombings of their positions. Vietnam and Phillipines are concentrating on their objectives and the ROC their objectives as well. Not many resources were at his disposal to save them. He sends a report to the Supreme Command on what to do but in his report, he says that the Compact shouldn't attempt to save them. It will cost too many resources for too big a risk. But he will leave the overall decision up to the Japanese.

In the South China Sea operations are considered complete. The PLAN has abandoned the region and only a few holdouts remain. The ROC strongly fortifies its newly gained islands and the 1st Fleet moves back to Taiwan for further orders in combating the PLAN in the sea.

Canton Front:
With the PRC attacks in the Canton region, further troops are told to be airlifted. With thousands coming per day though the ROC position is continually reinforced. Although not as quickly as they would've liked.

The 2nd Army starts to take up positions on the outer front. Using the Xi River on the west as a natural defensive formation and setting up strongholds on the highways to cut off the soldiers in Huizhou to Guangzhou. The 3rd army themselves will take the inner front surrounding Guangzhou themselves. Not wanting to get into attritional warfare an offer of surrender is given to the soldiers in Guangzhou. They are given 3 options:
1. They disarm themselves and peacefully leave the city back to PRC occupied territory
2. They disarm themselves and agree to be sent to POW camps in Taiwan
3. They defect. With officers and soldiers receiving a demotion, amnesty in any future trials and the ability to continue the war on the side of the ROC.

All terms are negotiable.

In the meantime fighting in the Canton area dies down as the ROC finishes consolidating its rule in its occupied areas and not having the strength to fully combat the PLA in the next offensive.

The Indians are thanked in their recognition of the ROC as Legitimate China and make no comment on their recognition of Tibetan sovereignty other than saying that "The Republic of China and Taipei Compact will strive to liberate all lands occupied by the illegitimate mainland government. Behind closed doors though many believe it is simply a front. With the Dalai Llama saying he will reincarnate and all the fighters in Tibet hired, trained, and armed by the ROC they are in an excellent position to secure the region if India decides to be more aggressive with its claim.

The offer of Queen Elizabeth is readily accepted by the ROC with already existing British Office in Taipei and its ROC counterpart in London to be staffed and given powers of a Consulate until a specific building can be set aside and built for the purposes. With both buildings already operating as a de facto embassy, it should be a quick affair. President Han Kuo-yu will charter a flight to Tokyo to meet with the British officials and Queen and discuss future relations with the Commonwealth.

The guerillas in Xinjiang, along with the Islamic extremists propose to make contact with the Tibetan and Central China rebels. With 3 of the rebellions working together, they could better cross-support each other and hinder PLA advances in each others territories further tying up assets and elongating the guerilla campaign.

Baltishe the china stuff.

Supplemental RP stuff:

Ao Yi-Shih, considering the Japanese proposal is willing to maintain carrier anonymity. Not having much practice in carrier doctrine he is willing to defer that judgment to Japanese. But he still believes that securing the seas quickly is necessary and as compromise declares that priority will be put towards the Chinese carriers in entrapment but says that the operation for defeat in detail will continue as the sea is still the easiest front superiority could hypothetically be achieved in allowing an easier flow of supplies in the long run.

The Indonesians are strongly discouraged from continuing their operations from the Naval supreme command. They fear, and with suspected good reason, the PRC is very prepared for such a counter-attack and will only weaken the Compact forces.

Vietnamese and Filipino officers are contacted to briefly discussed if anything can be done overland to save the Indonesians in Hainan but the ROC is still against it. Saying the resources required will not be worth it, the ROC doesn't have the strength yet to open up another front outside of Canton, and the Indonesians failure to follow the supreme command and Allied Battleplans has caused this mistake and they should consider mitigating the damage instead of attempting a rescue that is doomed for failure.

After Receiving The Telegram From The Naval Supreme Command. The Indonesian Military Quickly Ordered The Operation To Be Canceled
But Some Indonesians Submarines Are Tasked To Bring Supplies To Indonesian Controlled Hainan Fearing The Troops There Going To Starve And Going To Be Out Of Supplies Why The Reason Indonesia Canceled The Operation Is To Not Making Busy The Taipei Compact Military And To Save The Ships And Aircrafts For More "Major" Battle

Notice:Baltishe Just Saying The Operation To Relief Indonesian Troops At Hainan Were Canceled But Some Submarines Going To Send Supplies For The Indonesians Troops At Hainan
