Even in 1852 Greece was an English Protectorate bullied to give up its resources freely ...yeah, Greece and good economy can't happen in 1852 (except from the 1960s and 1910s).
Germany probably liberated it during the English civil war :D
Also Greece has Mediterranean Sea access and Cyprus while Romania would be surrounded by Giants Germany Hejaz and Russia while Greece could do some colonizing sh1t in Africa
If you read carefully the history of Night Rise text then you see that 1878 Europe was restructured similarly as 1815 did
The last influence on Europe by ottoman/Hejaz was destroyed although they held some areas and Greece was established from a protectorate to a full size kingdom of size of 1914 with some extra colonies
The basic idea behind that was to destroy any influence by the Turks/arabs as they had terrorized Europe for so long (~6/700 years)
So it would be quite wise to choose Greece, maybe it also could be a former german installed government AkA Your vampire family? ;) they'd probably escape german claws after Situation cools down on there (~1880/90)
Which would leave both nations politically completely independent but they have strong relationships

I know, but In my case it's 1887. Demons became free much later in Romania, which explains the hatred between humans and non-humans as well as the Apartheid-style governing of the country.

While a slim majority of humans are not slaves, they're forced to live segregated in a system similar to that of the Apartheid. Being a state favouring magic and demons, it has an open-border immigration policy for all kinds of Demons and Wizards, while also handing land confiscated by Humans to any new Demon citizen.
The government is a mix of Autocracy and Race-specific Parliamentary Democracy. The current government is a coaliation of three parties; The conservative-supremacist "Brotherhood of Blood", the genocidal and wizard-favouritist "Death Eater League of Muntenia" and the moderate-conservative and werewolf-favouritist "New Moon". The Humans' party, the liberal anti-apartheid "Concord Party" is banned from elections, but allowed to operate.

Germany is mostly minding it's own business, trying to be switzerland but always failing as they are the largest economic power on world per se (Ashington/UK and the French Consortium are economically larger but that's only if you count in their puppet states/Dependencies)

After the conquest of the Papal States Germany feared that a United Italy could become a menace so they kept thei Italian small states but now with governments pro-german/demon
Papal States are directly governed by the German emperor but they are a different country outerpolitically
