I believe the proposed law is unconstitutional. It is implied that the Chancellor can thwart immediate insurrections and invasions without need for Assembly approval, but he can't declare a state of emergency.
I'd be fine with the law if you did not include that clause. However, I did notice that the NAO Charter does not mention the majority needed to end these voting periods. I suppose it must be implied that it's only a simple majority, but I think we may need to put it in writing by amending the Constitution.
Another amendment I was thinking of making was to give the Speaker a bit more power: for instance, I want to give him the power to break a tie between the top two candidates for Chancellor if that ever comes up (Maybe if there is no majority the first election, then there is a 2nd election with the top 2 candidates. If that election turns out to be a tie, then the Speaker will choose.). I'd like to give the Speaker a bit more reserve powers (he already has the power of impeachment, but his position is largely ceremonial)
I just came across someone who refounds regions that are dying out most of them are one nation regions and she says if she put all her nations together in one region she would have a region bigger than any in nationstates, that's lot of work or she must have a script that logs them in or something.

And then there was the region that said it was OK to visit with them, conversed with us for a couple of days, and then sent us all to the Realms.

Yes Tao the wanderer / Migrating Geese they seem to wait for the cte and then refound she/they said they started doing this after running into trouble with multi wa's but as geese says it ties up a vast number of region names.
So what is their goal? To just use up all of the good names? It seems like a lot of work just so other people can't use those names. Strangeness
I have a puppet founder of a prime piece of real estate; it's semi-active and I worry that if anything ever happens to me she'll swallow it up and just put it on a shelf.
Have a look at 0000 you can trace a lot of the others through the embassies a lot one nation regions on holiday mode.
Someone claiming to have "thousands of nations" in this game must be doing something illegal (per Game mechanics) ... or else the player has no other job in life but to log into her NS puppets.

I have about 4 dozen puppets. Most are warehoused in case I need them, so that they build up population. Some I let die out when their name can no longer be used by someone else.
And it keeps me occupied. If I had much more than that, I wouldn't have any other life.
Grabbing up all the good names seems like an obsession. And it's totally unnecessary.

A question. What's a good name ? A name that one likes ?
When I mentioned "good" names, I meant names of real places. Like real countries, real cities, real states. Look at "Kentucky." A USA state. Perhaps it could have been refounded by someone actually from Kentucky. But no longer. Now it's up there with a dopey geography lesson on its WFE.
