It has some really weird clauses, and many people also think it's wrong for resolutions to be drafted off-site since that removes a core part of the democratic process of resolutions.

People don't like it because it's a really crappy resolution that aims to do a one size fits all solution. A small business does not need a seven thousand metric tonnes storage system to store waste. This resolution doesn't allow for any flexibility for small businesses and kills generational businesses. It's a waste of space and money.
