Well the rebels would be disorganised at first, possibly split into many groups. I don't see why I can't let a foreigner play as a rebel group.

Following recent terrorist attack's against notable country's and growing distrust toward's Muslim's the Ukrainian President has declared interest in fighting extremist groups directly in the middle east.

When asked if this is considered to be a war on terrorism by a reporter his response was

No this is not a war, rather a desire to ensure security of the state, along with security of other's state's as a way of keeping stability, peace and freedom of thought relevant through this modern era."

The 3rd Special Purpose Detachment of the Spetsnaz (Special force's) has been deployed to Libya, and is currently in route via sea with hopes of being allowed access to the country in interest of fighting extremist's both in Libya and the rest of the region.
