In order for me to agree to peace, I'd need a few things from your regional masters.

An apology for their prior invasion.

Unbanning of my members from their region.

And perhaps an apology for how I was treated while I was a resident.

Also, a formal promise to not show us aggression ever again.

This pretty much follows the real world. Offer people enough taxpayer money in the form of welfare or unemployment benefits, and a lot of people will take the “free” money instead of going to a job. The rest of the nation would pay higher taxes, but oh well.
