Regarding the point stated above that we should ignore animal rights because we have yet to progress enough in terms of human rights, I'm not sure if this is your intention but the argument of "us not having enough so we shouldn't help others that we don't believe to be the same category as us" is often used to discriminate against others. One example of this are TERFs who try to screw over or ignore trans rights using the argument stated above. I don't see why we have to segregate ourselves into exclusionary groups when we can advance the rights of everyone together. There are many other forms of entertainment and having blood sports as one of them is unnecessary. One does not have to watch others suffer just to get enjoyment, especially when said beings that suffer don't necessarily want to partake in such activities. Just because the rights of humans are not improved doesn't mean that we have to be against the resolution.

However, I did vote against the resolution as the resolution is not broad enough. Having animals continuously suffer to entertain sapient beings as their only reason for existence is not covered by the resolution and "religious sacrifice" as a justification for circumventing the ban can be easily exploited as people who run these blood sports events can just disguise it as religious sacrifice. 4a. can also trigger the irresponsible release of animals which can disrupt local biodiversity. Also for 4c. most people will euthanise instead of safely containing animal blood sport participants and I believe they should be separated with euthanasia as an absolute last resort instead of put into a single clause.

The difference b/t TERFS and animals is that trans/enby people are just as morally considerable as women, whereas animals are indefinitely less morally considerable than humans, perhaps being almost equivalent per the most radical of views.

I don't think you got my point. As disgusting as it is, for TERFs, people identifying as trans/enby are not morally considerable as them. Another example would be fascists thinking that other races are not as morally considerable as they are. And in the case of this conversation, people believe that animals are less morally considerable as humans. Just because they are not one of us doesn't mean that we shouldn't try to ensure that they are not abused.

This resolution is obviously a contentious debate for our region. However, after seeing Antinios’ reasoning, I am recommending a vote against due to the loophole wherein individuals may exploit the religious exemption to abuse animals.

The Legislative Process Amendment (Neutral Signatories) has passed in the GA by a vote of 7-0. The votes were as follows:

Argentigrad: "This is a simple change that will allow any MGA to become the signatory to a bill that they don't necessarily agree with, but that they believe is worthy of discussion."

Dyl: "I'm in favour of clarifying that the signatory doesn't need to support the bill itself."

Kavagrad: "This is an important clarification to prevent a future source of inefficiency in the legislative process."

New samon: "It includes a clarification so the signatory could provide anything they think is worthwhile up for debate without agreeing."

Nottinhaps: "This clarification means that all bills worthy of discussion will make its way to the General Assembly."

Sincadenas: "This makes it possible for MGAs who disagree with a bill but see it as worth debating to be signatories. As is, the bill could cause confusion or cause the MGA to fear their position being misinterpreted."

    3. Electoral citizens shall be eligible to nominate for the General Assembly, unless they have held that position for three consecutive terms immediately preceding that election

    4. All nominations shall take place on the Regional Message Board

    5. A candidate shall be disqualified for the following actions:

      1. Failing to post on the Regional Message Board confirming their candidacy within three days of the closure of the nomination period

      2. Departing from the region for more than 24 hours

      3. Not residing in the region at the commencement of the voting period

    6. A candidate may withdraw at any time prior to the voting period by announcing their intention to do so on the RMB

  3. Concerning the voting period:

    1. A group of citizens, henceforth known as the election committee, shall be formed to organise the offsite voting form and to count the ballots

    2. The election committee shall consist of one founder appointed by the Secretary and two non-candidate citizens appointed by the General Assembly

    3. All electoral citizens shall be eligible to vote, including in any tiebreakers

    4. Voters must confirm the casting of their ballot with the founder account for it to be deemed valid

    5. If a contest has equal or fewer candidates than available positions, voters shall indicate their approval or disapproval of each candidate individually

    6. If the Secretary contest has multiple candidates, voters shall rank the candidates in order of preference

    7. If the General Assembly contest has more candidates than available positions, voters shall be allowed to select a number of their preferred candidates equal to or lesser than the number of available positions

  4. Concerning the counting period:

    1. If a contest has equal or fewer candidates than available positions, each candidate shall require a majority to approve their candidacy to be elected

    2. If the Secretary contest has multiple candidates, ballots shall be counted using the single transferable voting system

    3. If the General Assembly contest has more candidates than available positions, ballots shall be counted using the plurality-at-large voting system

    4. For a tie between two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where the candidate with the most votes shall be elected to the position

      2. If still tied, the winner shall be determined via a randomised method selected by the election commission

    5. For a tie between more than two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where a candidate with a majority of votes shall be elected to the position

      2. If no candidate achieves a majority, the two candidates with the most votes shall proceed to a subsequent one-day vote held via a regional poll, where the candidate with the most votes shall be elected to the position

      3. If the two candidates with the most votes cannot be determined from the first tiebreaker poll, the nation who received the most votes shall be elected or, if that also cannot be determined, the winner shall be elected via a randomised method

      4. If the two candidates in the second tiebreaker poll are tied, the winner shall be determined via a randomised method

    6. For a tie between more than two candidates that must be broken to determine the filling of more than one position:

      1. A one-day vote shall be held via a regional poll, where the number of candidates with the most votes equivalent to the number of available positions shall be elected

      3. The Speaker shall be responsible for appointing a number of electoral citizens equivalent to the original seat determination as the remaining Members of the General Assembly
