Pulse rifles and the like, and Myotoshi will favor high-speed long-range combat movements.

Maybe so. I mean my military uses plasma weaponry, but we could just say mine is far more advanced and refined, and then boom, Myotoshi has their energy based weapons.

But I want there to be a genuine reason for them to have developed such equipment as well.
Perhaps, for instance, they've managed to get ahead on specific developments that make such weapons more viable than projectile weapons.

I mean you could outright say that you have handheld plasma weapons that can level mountains... and nobody would argue.

Government ordered/funded research on Energy Weapons?
And to give them more 'free will' on the development, they are allowed to implement it in their security, with the condition that it should only be these energy weapons. No conventional, tested, approved, and easily repairable weapons the military uses as well
