Parliament and Government enact 'Ease of Access, Immigration and Foreign Workers' to:

1. Ease Access to Internal Positions for Foreign and Resident Nations
2. Ease Immigration from Foreign Regions
3. Ease Foreign and Resident Workers to participate in multiple Regions, especially The Revolutionary Communist Alliance

Workers' VISA
Nations which participate in Departments (or are given a titular, honorary or effective role) are immediately to be considered Residents, with exception of their residence in The Revolutionary Communist Alliance, which then shall be granted Residency and revoked if the nation ceases to exist or leaves the region (exception for official military missions).

Secondary TRCA Citizenship
Residents which have participated in Departments for over a week may request Secondary TRCA Citizenship from the Refugee Commission. Secondary Citizens may Run in elections (within the limits of the law and excluding elections limited to Citizen Nations), Vote in Elections and benefit from any law which includes Residents members of the World Assembly.

Free Positions
Reinforces implied Governing Inscriptions dedication to allow non-elected positions to any Nations, without necessitating Residency nor Citizenship, where not strictly required and where not applicable to Treason.

· a powerful, directly elected easily impeachable, executive
· a strong legislative for invested Parliamentarians
· an easy access to the legislative or a general legislature for all citizens
· a quick acting judiciary (3)
· a moment notices invested military

While trying to not fall into Great Man Theory (1), I want to touch the issue that certain people have and simply pollute in their regions as we experiences during the invasion by one of our former allies. Some people are just going to be toxic, and not speaking of your average invader or people who can't let others have fun, some people are going to be pure energies of bad drama and hostilities. I can't say there is a rule to spot them, except not accepting change, but I'd recommend distancing or at least not joining or getting close to their regions if Founder or WA Delegate.
After the Raid, many of our issues were embodied by our failure to replace the leadership. Was the failure of TRCA in its systems not competitive for its neighbours (and actively hurt by our attempts at solidarity), its stability refusing to create chaos for new nations to thrive, the established and somewhat elevated leadership of old or just a name which didn't attract? Maybe a mix of all, and maybe its new conditions will help it in the future or seal its fate.
However I see the giants of old dying, if not officially slowly through their own decadence. I believe Marxian struggle (2) transmutes into Nationstates, although through its own version of economic progress and class, that which is activity and we impersonated, quite literally, with the Inactive Revolution. Nations change and are changed by their activity and the activity of their chosen region and more generally their alignment's activity throughout NS. The Inactive Revolution, much like every stage in our Region and all Regions I believe, were simply the inevitable conclusion in activity changes, and such will be the progression, or conclusion, of future TRCA.
Whatever awaits Nationstates, if anything at all on a large scale as now, I hope TRCA as a community will live to see it.

(1) That history is decided by a few Great Men, for better or worse.
(2) That history is decided by class struggle due to contradictions within economic systems. For example the contradiction of the growing burgher and merchant class contrasted to the noble class brought upon the end of Feudalism, and this contradiction was due to the change in economic capabilities (i.e. industrialisation).
(3) A judiciary will be abused but it is essential for a region to have one which acts quickly and fairly. By quickly I do not mean it should avoid proper procedure, but it shouldn't allow for bickering over a case and by the time any big drama should surround it, punishment should have already been delivered.
(4) None of my points are to imply everything is inevitable. The inevitable can be prolonged, sometimes prolonged so far the death of it comes first. The inevitable isn't one way either, solutions lie in the eyes of those who can imagine and act upon them. But changes within systems are impossible to avoid, and said changes will either destroy or progress its systems.
