I found this region and immediately used my Foreign Affairs ministry to request embassy. I would be proud to have ties with this region. A guy in a skirt can be gay or trans or they can be neither. A skirt doesn't indicate anything other than the man in question likes to wear a skirt. Sometimes trans men wear them, sometimes gay men wear them, sometimes straight men wear them and it can be for any number of reasons. So no, guys in skirts is neither a trans thing or a gay thing. Calling a transgender person by their biological sex rather than their gender identity is a good way to get slapped I would think, you just don't do it unless you are intentionally making an effort to offend them. I've never heard of someone being called a "gender bender" but looking it up it looks a bit like a slur, so I would say no do not call a trans person that. I don't know if you are being serious or not but I will give you the benefit of the doubt.

Gender is not equal to outfit, although expression through clothing is important to the trans community. A woman in pants is not automatically "a dude". Gender is part your identity / role in society, and is apart of you just like your name. Your name's not going to change if you wear a t-shirt vs a sweatshirt, right?

That being said, a person who "cross-dresses" (pardon my old terminology here) can still be considered cisgender (identifies as their sex at birth). For example, many Drag Preformers are often (but not always) cisgendered men who dress up as women for entertainment, however, are not doing it because they identify as a woman. Another example- Kilts and kimonos! Not a dress perse, but a cultural outfit that is gender neutral.
