Article I: Administration
Section 1. The President shall be given ownership of the discord server.
Subsection A. This allows the president to see every channel on the discord, therefore if the Judicial Branch or Legislative Branch has to discuss matters of national security directly implicating the president it must be off server (such as in a discord group chat).

Section 2. Three people will be given the preexisting Administrator role: The Secretary of the Interior, The Speaker of the House, and one handpicked person by the president.
Subsection A. The only person that is granted to have the "Administrator" General Permission is the president/server owner (who is given it by default). The "Administrator" General Permission allows the user to violate channel redistricted permissions and breaks regional security, therefore any granting of this permission is a fire-able, treasonous, offense.

Section 3. During a transfer of power, ownership will be transitioned by the incumbent to the new official once they are officially sworn into office.

Article II: Rules
Section 1. The president must establish a set of rules for the discord, however, they must not inflict with any previously written law or the constitution, and be approved by the parliament by a simple majority (even if the tiniest of change is made).
Subsection A. The president can choose the keep the rules set by the incumbent if he wishes, or make his own.

Section 2. Administrators and the President can enforce these rules by using the ">warn" command from the "AugustinAndroid v2" bot, these warnings can be appealed, and checked by other administrators. However, ultimately it is up to the President's discretion on a user's punishment for violating these rules.

Section 3.The president and Administrators have the power to mute, kick, ban, etc. users from the discord, however, if the user feels as though he/she is being treated unconstitutionally they have the right to appeal the justices.

Article III: Enforcement
Section 1. Suspected violation of any of the following Articles in this bill (explicitly Article I. Section 1. Subsection A. and Article I. Section 2. Subsection A.), or improper use, in general, will result in the immediate temporary removal of the administrator(s) rank from the users in question, by the Chief justice, until the investigation is concluded.
Subsection A. If the president is the person being investigated, the ownership of the server will be immediately temporarily seized, and given to the Chief Justice.

Section 2. The seizure will last until an official investigation by the justice department can determine the findings, and agree internally on the extent of the violation. The Justices can decide the punishments, which can range from a simple suspension of administrator duties to full impeachment. However, if the justices agree to pursue impeachment they must come to an agreement with parliament whether the person (even the president) is to be impeached or not.
Subsection A. This whole ordeal can last up to two weeks, but if the person is found innocent the justices may not launch another investigation unless they present new evidence to the parliament.

Reasoning: A bill of this kind is long overdue, in order to maintain etiquette, and rule of law in our most used offsite platform, we must explicitly layout who is given what power based upon their elected position.
