In this alternate nation, democracy has failed mainly due to infighting. In the anarchy, the Dunistian Family rose in power and defeated all opponents. There is a "loose" hierachy, where the current king/emperor or queen/empress rules over mainly autonmous zones where also nobles rule. The people are free however, they live good. Political freedom is not such a thing, if you are against the crown - you are dead meat.
They make their living with piracy, can defend themselves with powerfull fleets and "almost" impenetrable system defences.
