Since the condemnation of the Iraqi government, the SGRI has moved away from the current Iraqi regime and begun covert communication with sources within the FIA oppositional army to begin dialogue. To oversee these operations, the SGRI has appointed Colonel Zezva Liparteliani and Major General Zaza Chkhaidze to determine the policy and strategy toward handling the SGRI's involvement in the Iraqi instability. Through establishing contacts, it was decided primarily by Major General Zaza Chkhaidze to begin the providing of small arms to the FIA against the Iraqi government. Due to the FIA's occupation of the Um Qasr port in the Persian Gul, Colonel Zezva Liparteliani and Major General Zaza Chkhaidze came to the agreement to initiate covert operations of small arm shipments to the oppositional army. Wanting to ensure the success of the opposition, the SGRI has decided to provide the following:

RPK-74 5.45×39mm Squad automatic weapons
RPG-28 125 mm Rocket-propelled grenades
9M133 Kornet 152mm Anti-tank guided missiles
9K333 Verba 72mm Man-portable air-defense systems
RGO 60mm Hand grenades
TM-46 Pressure Anti-Tank mines
OZM Tripwire/Command/Pressure Anti-Personnel Mines
