Maria whispers something to Octavius' ear. The prince then takes a deep breath to assemble the little energy he has got and asks "And couldn't you just observe from the outside, through the cameras, and interevene if you feel like it is necessary?"

Councilor: "How about I let you in on classified information if you leave for 15 minutes?"

This convinces her and they leave for 15 minutes, but per protocol a guard walks in, but she stays quiet and doesn't respond to anything...

Maria, tired of everything, ignores the guard and violently wraps her hands around Octavius' head to then kiss him. Octavius was not expecting that, but he doesn't oppose. After a while, Octavius gently separates Maria from his face with a serious face.

Maria bites her lip. She stutters for a few seconds, but she ends up telling everything to Octavius. When she reaches the moment of the conversation in the bus stop, she hugs Octavius crying and saying "Sorry!". Octavius keeps a serious face during the whole story. When Maria is finished, he says
--So, my honor and my life are at stake. If I wanna keep my life I will have to humiliate myself before the Khan. If I wanna keep my honor, I will die.-- Octavius says this last words with a resignated tone, as if death wasn't that much of a deal. He looks at Maria with a mix of dissappointment, love and compassion-- Well let's not talk about this matter too much, I am tired of this dark feelings. Tell me Maria, how are my father and my sisters doing?
The conversation then takes a more lighthearted tone, with jokes and ironic comments about many different people. After a while, Octavius realises something
--Oh dear, time must be almost over. When you go out could you call a priest?
Maria freezes upon listening this proposition. Octavius kisses her in the cheek and Maria nods. Her face is serious now, her joyful eyes are now lkke two glass spheres. The beautiful Venus has become the vengeful Juno, sitting next to Octavius, waiting for the door to open to be taken away.

Councilor opens the door and says "Thank you miss Maria... You're free to go back to Mantesa now... I'm glad we both did all we agreed upon" this may raise some red flags, since Maria didn't do anything as of yet... At least it seems that way...

The councilor enters the room with the lawyer as the guard escorts Maria away...

"The fathers and ancestors of our people, both slavs and turks, decided to unite their tribes under Khazar Lechian banner. We as their children officially vow to defend our mutual unity and sovereignty to hold it above all that may tear us apart. We vow on our own blood to do all that is within the law of heaven that we know of to protect our unity and bond and keep peace between our nations as our ancestors wanted. We do it in the name of God of Abraham, God of Zaratushtra, God of Mani and God of John the baptist. All those who do not believe in thiese vow in the name of all they believe, for the heavens shall hold us to this vow until the day we die and beyond. May heavens give us wisdom."

    Authority

  1. This document is the greatest authority, except for heavens themselves, in all of Khazar Lechia.

  2. The Khan of Khazar Lechia has to be revered by the heavens according to the beliefs of Khazar Lechia and thus is the highest personal authority in the nation, both as the head of the government, head of the judicial system and the head of all legal systems within the nation.

  3. The Khan of Khazar Lechia has to declare the amount of time of their rule at their first day, as well as say the vow from the constitution.

    1. Khan at the end of their rule, if alive, must perform suicide, or undergo honorable death by the swords of his guards.

    2. Khan must always be accompanied by at least 3 guards armed with sharp swords and ready to execute and defend Khan.

    3. If Khan ever tries to escape guards in any way, the execution must be performed as soon as possible.

  4. Alongside the Khan, there must be a council, taken from the people, in order to aid the Khan in his rule.

    1. The council shall have 6 people for each province under the Khaganate.

    2. The council must allow men and women of faith in any God into the council.

    3. The councilors must say The Vow before their rule, but they do not have to declare their own day of death.

    4. The councilors must be chosen by the people of Khazar Lechia, including The Khan and the councilors.

    5. Candidates are voted on until at least 60 candidates have been chosen. Then 6 of them are chosen randomly to become the actual council. Said process happens every year.

    6. Every time new councils are chosen, new members judge every decision of their predecessors, outside of the Enforcement.

    7. Nobody from the dynasty of the Khan, nor the enforcement, which includes but is not limited to, judges, enforcement oversees and people trained for a position of enforcer or a judge.

  5. The army is directly under the rule of the Khan.

  6. The Tengri Medikter are directly under the rule of the Khan.

    Order

  7. The Order Enforcemet including the Judical System must operate within the law, based on the law and with the consent of the citizens.

  8. The Order Enforcers must be part of the province they are overseeing and must oversee the province.

  9. Every Order Enforcer must be deployed in threes, chosen randomly every day.

  10. Enforcement Leaders are chosen democratically, one for each province and one is chosen by the Khan.

  11. Enforcement Leaders oversee Judges and Enforcers.

  12. All companies and businesses within Khazar Lechia must be owned by one of the citizens of Khazar Lechia including, but not limited to, Khan, Khan's dynasty and the councilors.

  13. Private property will be protected by the legal system.

    1. Land may be purchased from the Khan or any private owner by any citizen as long as both sides agree to the transaction in the court.

    2. Members of Enforcement cannot own land, with the exclusion of Khan.

    3. Every citizen of Khazar Lechia has the right to build on the land of Khazar Lechia.

    4. Every land owner, including, but not limited to, the khan, may restrict certain people from building.

    5. No citizen of Khazar Lechia may own a business or a company outside of Khazar Lechia.

    6. If no heir of property and/or company and/or private property won't officially issue a claim within 50 years after the death of the previous owned arrives, the property falls upwards to the Khan.

    7. No import or export is allowed without permission of the Khan.

  14. Every inventor and creator of a product, can legally decide who may or may not use, sell or produce his creation or invention.

    1. Status of inventor/creator may not be passed on to anyone in any way, unless it is proven that inventor/creator has falsely claimed that status.

    2. After the death of the inventor/creator said product will remain under the rules dictated by said person for 50 years from their death.

  15. The nation shall have its own national currency based on the worth of gold.

    1. Worth of all of the national currency is exactly the same as the worth of all of the national gold reserve.

    2. Production and distribution of money and gold may only be done by the council with the permission of/or entirely by the Khan.

    3. Smoking is completely prohibited in all of Khazar Lechia.

    4. Narcotic substances are allowed only under medical supervision and under medical recommendation.

    5. Alcohol may only be consumed by individuals of legal age, which is 16.

    6. Every citizen capable of work, must be allowed to and provided with such possibility.

      1. Every citizen incapable of work such as, but not limited to, the elderly, children and people with illnesses that prevent them from working, shall be protected by the state.

    7. Both the army and Tengri Medikter have their education payed by the Khan.

  16. All provinces pay a tax to their council, and all councils pay a tax to the Khan.

  17. All legal events must be recorded in the best ways possible.

    2. Disrupting legal events is illegal.

    3. Using insults within legal events is illegal.

    4. All words and arguments used within legal events must be direct, precise and in legally recognized languages.

    5. All crimes performed during legal events must be punished with death penalty on the spot.

  19. Judgements are always considered Legal Events.

    1. Every Judgement must be overseen by at least three Judges that are consensualy decided to be impartial on the matter.

    2. Every person undergoing judgement will be given a state employed lawyer.

    3. Every person undergoing judgements is seen as innocent until proven guilty.

    4. If a person undergoing judgements doesn't have legal documentation proving their identity, enforcement will be responsible for finding proof of it, if they fail the person must claim their identity and will be noted as "claiming to be".

    5. Any judgement may be opposed by anyone during the judgement.

    6. If such opposition is recognized and accepted by the person or people being judged, then they will be sent upwards, to the Khan.

    7. If judgements of Khan is opposed and recognized, then the judged person is judged by God directly after suicide, if the person can't perform suicide, they must be assisted by enforcers.

  20. Marriages are always considered Legal Events.

    1. Every marriage must be consented by all included.

    2. Marriage may be consistent of any number of men and women.

    3. Marriage must be proven by an act of love at the end performed by all within the marriage, publicly before at least one member from each family.

  21. All capital punishments are officially recognized as Legal Events.

    1. All capital punishments must be recorded and easily accessible.

    2. All capital punishments must be performed without hesitation.

    3. Enforcer may refuse to perform capital punishment only if different enforcer is present to perform it.

    4. If no present Enforcer agrees to perform capital punishment, a state of internal war of treason is announced.

  22. Meetings of the council are always considered legal events.

  23. Visits in the palace of the Khan are always considered legal events.

Meanwhile, outside the jail, Maria can steal hear Octavius in her head, asking for a priest, like a dark confession of his will to die. She wonders around the place, stumbling through the countryside for a few hours, thinking about her treason, when an idea comes to her mind. She rushes to the bus station and goes back to the capital. A desperate idea. A last resort. She goes to the Khan's palace and stops at the gate. She asks a guard "Is there any possibility of meeting with Khanzada Qirka Bulan. I don't have any sort of invitation or anything, but it is of outmost diplomatic importance for me to meet with her. If I can't,we are risking the stability of our region. 1st Epitome United is at stake."
