In Nationstates, endorsements determine who the WA delegate is. An army is a group of nations that try to affect who that is in various regions. So let's say 100 hostile nations tried to replace Roma by endorsing someone else, we'd need 101 endorsements to protect Roma. An army is important if the WA delegate changes (since the WA delegate has less endorsements than usual) or if we need to protect an ally who is under attack.
