“If I may use an expression which [sic] I have used many times before this Court, it is like the thirteenth stroke of a crazy clock, which not only is itself discredited but casts a shade of doubt over all previous assertions.”

Most of the proposals you see that have passed in the WA have gone through multiple drafts. I would suggest that, if you're still interested in the legislative process, you make a post over in the forums under the World Assembly subforum. Read one of the "how to" posts there first, then make a post.

It may take time, practice, and a lot of editing, but it's not impossible if you apply yourself to it and are willing to learn something new.
