Strategic Vision approved for Diawara - International support for the Diawara Friendship Bridge sought
Progress update on Diawara project

A Strategic Vision which includes rail, light rail, and major highways and growth zones has been approved by the government of Union centrafricaine.

This includes:

  • Two new Autoroutes with spurs to keep traffic from residential neighborhoods

  • Upgrades to three heavy rail lines for local traffic

  • Five light rail routes, which will be a mix of over, under and surface rail

  • Upgrade to the ferry route including embarkation and vessels.

Nations are requested to commit contributions to the Diawara Friendship road/rail bridge which forms an early centrepiece for the infrastructure upgrades. The British Crown Commonwealth has already committed $200mn to the total cost estimated at $2bn. Please telegram the BCC or make a statement of if and how much you nation is willing to commit.

ORUP is an employee-owned international multi-disciplinary consultancy with over 50 years of experience in policy, planning, engineering, energy and transport.

We have worked on the some of the worlds largest and complex projects including Crossrail and the upcoming Cable Car in Rykinja amongst thousands of other projects1.

We understand that what you need experienced, expert advise on the planning, design and procurement for the renewal of Diawara, to help manage the process and keep your interests in mind when procuring and supervising contractors.

Our role will be as ‘trusted advisor’ working on your behalf to manage contractors and the project.

Key to the project’s success will be the phasing of redevelopment, making sure that residents and businesses are impacted as little as possible as areas are developed. As few residents and businesses should be inconvenienced through the development as new infrastructure is put into place as possible and a phasing plan will help to achieve this.

At the beginning, we will work with your officials, setting up an office in Diawara to work out the success factors as part of a ‘Strategic Vision’ and this will feed into subsequent phases.

Providing a fixed price for the entire project would be impossible at this stage, but our day rates are discounted given the level of around this project and for the first phase are set at $3.8mn discounted by 50% through a contribution from the BCC government’s Oversees Development budget on condition that a 5yr exclusive contract for support services is signed.

University of Tokyo discover a breakthrough in desalination technology

Water scarcity is a growing problem around the globe. In Africa alone, it is estimated that about 230 million people will face water shortages by 2025, with up to 460 million living in water-stressed regions.

Water covers 70% of Earth, so it is easy to assume that it will always be abundant. However freshwater is very scarce. One technology designed to help produce more freshwater is desalination plants. Water desalination is the process of removing salt from seawater to produce fresh water that can be processed further and safely used. A desalination plant converts about half of the water it receives into drinkable water.

Although seawater desalination is a well-established way of producing drinking water, it comes with a high energy cost. Researchers have successfully filtered salt from water for the first time using fluorine-based nanostructures. These fluorous nanochannels are more effective than conventional desalination technologies because they operate quicker, use less pressure, are a more effective filter, and use less energy.

You’ve probably seen how effortlessly wet ingredients slide across a nonstick Teflon-coated frying pan if you’ve ever used one. Fluorine, a lightweight ingredient that is inherently water-repellent, or hydrophobic, is a crucial component of Teflon. Teflon can also be used to enhance the flow of water by lining pipes with it. Associate Professor Yoshimitsu Itoh of the University of Tokyo’s Department of Chemistry and Biotechnology, as well as his colleagues, were intrigued by this behavior. Thus, they were inspired to investigate how fluorine pipelines or channels may work on a different scale, the nanoscale.

“We were curious to see how effective a fluorous nanochannel might be at selectively filtering different compounds, in particular, water and salt. And, after running some complex computer simulations, we decided it was worth the time and effort to create a working sample,” said Itoh. “There are two main ways to desalinate water currently: thermally, using heat to evaporate seawater so it condenses as pure water, or by reverse osmosis, which uses pressure to force water through a membrane that blocks salt. Both methods require a lot of energy, but our tests suggest fluorous nanochannels require little energy and have other benefits too.”

The researchers developed test filtration membranes by chemically manufacturing nanoscopic fluorine rings that were stacked and implanted in an otherwise impenetrable lipid layer, similar to the organic molecules found in cell walls. They developed multiple test samples with nanorings ranging in size from 1 to 2 nanometers. A human hair is almost 100,000 nanometers wide for comparison. Itoh and his colleagues evaluated the presence of chlorine ions, one of the major components of salt (the other being sodium), on either side of the test membrane to determine the effectiveness of their membranes.

“It was very exciting to see the results firsthand. The smaller of our test channels perfectly rejected incoming salt molecules, and the larger channels too were still an improvement over other desalination techniques and even cutting-edge carbon nanotube filters,” said Itoh. “The real surprise to me was how fast the process occurred. Our sample worked around several thousand times faster than typical industrial devices, and around 2,400 times faster than experimental carbon nanotube-based desalination devices.”

As fluorine is electrically negative, it repels negative ions such as the chlorine found in salt. But an added bonus of this negativity is that it also breaks down what is known as water clusters, essentially loosely bound groups of water molecules, so that they pass through the channels quicker. The team’s fluorine-based water desalination membranes are more effective, faster, require less energy to operate, and are made to be very simple to use as well, so what’s the catch?

“At present, the way we synthesize our materials is relatively energy-intensive itself; however, this is something we hope to improve upon in upcoming research. And, given the longevity of the membranes and their low operational costs, the overall energy costs will be much lower than with current methods,” said Itoh. “Other steps we wish to take are of course scaling this up. Our test samples were single nanochannels, but with the help of other specialists, we hope to create a membrane around 1 meter across in several years. In parallel with these manufacturing concerns, we’re also exploring whether similar membranes could be used to reduce carbon dioxide or other undesirable waste products released by industry.”

The Union wishes to take part in a study of this new device as it can greatly help in efforts to produce more arable farmland in the Southwest. Already, extensive desert greening has been done and new towns and cities are slowly but surely expanding in places in Texas and New Mexico where there was once nothing but desert. Such a plant design would have drought stricken areas of the Southwest, being able to purify sea water and send it through pipelines to affected regions.

The Ministry of Foreign Affairs welcomes the initiative from the Southern Republic to relax relations and facilitate a friendly future.

To the recent overtures made by its Southern counterpart, the Ministry of Foreign Affairs responds as follows:

  1. The FEUSSR will continue to maintain the One Nation Liaison Office (一國事務辦公室) as its diplomatic point of contact and de facto embassy with the Southern Republic. It does so in the recognition that the two entities are share common cultures, histories, and languages, and have their destinies intrinsically bound together, to the extent that the two may as well be considered to be "one nation".

  2. The FEUSSR will continue to maintain and issue Compatriot Permits (同胞證) as travel documents for citizens of the Southern Republic looking to enter the FEUSSR. However, unlike before, they will not be mandatory for travel into the FEUSSR. Holders of such Permits are entitled to the following rights for the duration of each Permit's validity:

      Residency within the FEUSSR;
      Automatic eligiblity for naturalization if the holder so chooses;
      The right to work and/or seek education within the FEUSSR, be it long- or short-term, full- or part-time; and
      The right to receive the FEUSSR's welfare benefits if the holder is employed or currently studying within the FEUSSR.

  3. The FEUSSR will recognize passports issued by the Southern Republic. Such passport holders without a corresponding Compatriot Permit will not be entitled to the suite of rights the Permit provides, and will be treated upon entry as ordinary travellers. Per the Ministry's Open Door Policy, such passport holders will be entitled to 90-days of visa-free travel to the FEUSSR.

  4. The FEUSSR will recognize the legal tender of the Southern Republic, the Yuan, alongside the Union Silver Plate.

  5. The FEUSSR acquiesces to regular high-level summits with the leaders of the Southern Republic.

  6. The FEUSSR will recognize the governmental structure, representatives, departments, agencies, institutions, and state apparatus of the Southern Republic.

23rd of June - Edition CMII - Titled 'Who murdered Nickolas?'

We all, New Zealanders, remember what school always teaches about the assasination of the unpopular grand duke Nickolas, in 2nd of September of 1978, and how his daughter, Leatrice, was much better in her rule.

What school never told us is about who assassinated him. At best, it told about the seven suspects of the crime. The reason behind it is because who did it is a much controversial topic. Official goverment notes say that the criminal was Marie Brice, a 19-years old woman on the date, but recent investigantions led to letters of plans to kill Nickolas, and the crime mandant never was Marie, being always 5 men with 25 to 29 years old, which names were never told. Further investigation discovered the names of 2 different men in other plans, which both aren't in the seven suspects told by most schools. One is Vaughan and the other is Eldon. Their full names were never revelaed by the agencies, but both Vaughan and Eldon were put in jail by murdering.

The government still mantains the accusation of Marie, even tho Marie was never put in jail or court, or even suspected. But it'll continue to keep Marie, as she was an MP that openly criticised other most powerful MPs, even helping in the discovery of facts in the Auckland Scandal.

The truth is that we'll never know if who murdered Nickolas was Vaughan or Eldon or even both, probably becoming a lost fact of history, but now no one shows to seem vaguely interested in continuing the investigation.

Though the Union understands Canada's desires to se it own claims recognized by the world at large, in this matter, the Union must decline to recognize said claims and rule in favor of the Soviet Union. Of course, our opinion is not the only one that must be listened. Instead, that is a task meant for the UAN itself and should be directed as such to the UAN. The State Department is of course willing to act a middle-man should the Canadian and Soviet Governments wish to hold talks on the matter.

Unlike the Canadian Government, which seeks to create unnecessary tension and conflict, the American Government is acting in a responsible and mature way in order to preserve peace and stability, and increase cooperation in the region. First successful test of a Harrier MKV Vertical Take-off and Landing on Arafura vessel.

After several unsuccessful attempts a Harrier MKV has successfully and reliably landed and taken off from the landing deck of the Aozhouan supplied Arafura multi-role off-shore patrol vessel. This will allow the close to supersonic jets to replace the Arafura’s normal helicopter compliment if required support the defence of the overseas territories with the affordable 'jump jet'.

The Harrier MKV project is progressing more or less as expected, with prototypes now being tested and improvements made. The first MKV should enter operational service in around a year.

              Court issues first torture warrant following Restorationist threat

The Beihaidao SSR High Court has issued the nation's first warrant for torture, after a self-proclaimed member of the Imperial Restorationist Army threatened to release poisonous substances into a cafeteria.

The Court's ability to issue such warrants is provided by the Special Powers Law for the Preservation of Peace, which holds that torture may be applied if it is certain, beyond reasonable doubt, that a detained person has information that could prevent the loss of life. In this case, the 34-year old suspect made an online threat on social media, stating that he would release an undisclosed quantity and type of poison into a public cafeteria. The cafeteria serves over 1,000 civil servants, and on occasion, members of the public. The high number of diners was deemed by the Court to sufficiently meet the "loss of life" threshold.

3 days after the initial post, the suspect was apprehended in a police raid and taken to police custody. He made a statement in the presence of his legal representative, which was recorded via camera. In the recording, the suspect renewed his threat, alleging that "the plan is already in place" and that "efforts to forestall would be futile". The suspect refused to speak when pressed further. The recording was submitted to the Court, which issued the warrant due to the time-sensitive nature of the threat and huge public safety risk involved.

According to a statement from the Ministry of Investigations, the suspect is currently undergoing high-level intensive interrogation. The Ministry is optimistic that information necessary to preserve life will be discovered. It has also concurrently contracted with hundreds of food safety specialists and laboratory personnel, who have begun the methodical process of examining and testing ingredients and food samples in supermarkets, restaurants, and other eateries across the Beihaidao SSR.

PROTESTS ERUPT ACROSS HONG KONG AFTER HONG KONG LEGISLATURE VOTES TO JOIN THE GUANGDONG PROVICE

Citizens in the Hong Kong Special Autonomous Region took to protesting the latest move by the Hong Kong Legislature to officially join the Guangdong Province of the Republic of China after the Federal Legislature ruled that the Special Autonomous Region status of Hong Kong will end on the day of the vote to reissue the status to Hong Kong. While some citizens have stated that they are fine with the vote by the Hong Kong Legislature, and others have said they are indifferent as almost nothing would change in their view, many other citizens have taken to the streets in the regions of Kowloon and Hong Kong Island. Chinese Federal Police of the Hong Kong Special Autonomous Region Police Department broke up some of the protests and arrested various protesters that sought to turn the protests into violent riots.

Despite outcries from numerous citizens across Hong Kong, the government of Hong Kong has stated that the best course of action for the foreseeable future is to join the Guangdong Province. Many have called the Hong Kong government to step down, but these calls have not been heeded by any member of the Hong Kong government. President Ma nor the Federal Legislature have made a comment on the protests across Hong Kong. Hong Kong Police note that things are under control and no additional help is required. Due to the disruptions that have been caused by the protests, the Hong Kong government has set a curfew of 9:00 P.M. for all citizens that have no proof of employment during the hours between 9:00 P.M. and 5:00 A.M. Citizens that leave work between these hours are ordered to head straight to their place of residence without deviation.

Our people bathed in the splendours of spices, gold, silver, and material riches. But our reliance on old tradition, on old ideas, and on a complacent attitude has led us astray. The Europeans and Americans subsequently took advantage of this moment of weakness to subjugate and colonise our lands. It took many bitters years of resistance for our nations to finally shrug off the chains of colonialism.

    The FEUSSR makes no secret of the fact that it is pan-Asianist. Its goal is, and has always been, to unite the peoples of Asia under one banner, under one front. It co-founded the Asian Union, which gradually evolved into the Global Security Association. The Chollima Doctrine, which asserts that the sanctity of the Asian continent must be enforced through militaristic means, continues to be resolutely upheld. We will never compromise on the dignity, sovereignty, and defense of our home continent, and that is a message I hope all Asian powers will take note of.

    Should any foreign power attempt to assault an Asian comrade-nation, know that the FEUSSR stands ready at a moment's notice to give assistance and strength to our friends.

    Investing into our nations and our people is very important. To that end, the FEUSSR proposes the creation of the Asian Improvement Fund to promote social and economic development in Asia. All of us would contribute capital into the Fund, with the expectation that it be used to finance projects with clear social benefits across all of Asia. Such a Fund would be instrumental in helping finance the construction and operation of schools, orphanages, highways, archaeological expeditions, research projects, the development of medicines, and so on. I believe it would be of great benefit towards enhancing the human capital of our continent, and I urge you all to consider this prospect seriously.

    Another item I wish to open discussion to would be the use of a joint Asian Standard to reduce bureaucratic red tape on our goods and services exports. For one, a joint safety certification for certain products imported, sold, or used in the Asian market would help improve consumer protections across the board. Standardized road traffic signs, markings, and driver's licenses will do wonders to overland trade and travel. I am sure we can think of others over time.

    This is a golden opportunity for our continent to become stronger, more interconnected, and more prosperous. Let us seize it forcefully and enact change."

Turco-Bulgarian Ministry of Travel and Immigration:

Turco-Bulgaria’s Ministry of Immigration has new statistics to announce. There has been a recent spike in immigration and travel to the FEUSSR (Far eastern union of soviet republics). The FEUSSSR is viewed as one of Turco-Bulgaria’s closest allies on the Asian continent due to their close economic ties, role in founding the SDACT, and the fact that their goverment also has a socialist ideology. The populace also has a primarily positive opinion of the FEUSSR, due to the close ties between the two nations. Travel from Turco-Bulgaria to the FEUSSR is relatively common as well. Recently immigration has started due to the growing population of Turco-Bulgaria and the relative abundance of job variety in the FEUSSR. There is also the matter of Turco-Bulgarian students wishing to travel to the FEUSSR to attend its universities. As for the statistics:

17,230 Turco-Bulgarian citizens have applied to immigrate to the FEUSSR. The majority of these people have immigrated to find a specific job in industries that aren’t thriving in Turco-Bulgaria (eg. Information Technology, Pharmaceutical, etc.).

30,000 Turco-Bulgarian students have went to the FEUSSR to study in various universities there. Students have primarily went to universities in the cities of Shuntian, Hyŏngmyŏng-si, Hanyang, and Shencheng.

OFSA to introduce Freedom Scholarships for international students

SHUNTIAN — The Office of Federal Student Aid (OFSA) of the Ministry of Education has unveiled its new Freedom Scholarship programme, which intends to allow students from various backgrounds the freedom to choose from a diversity of high‐​quality educational options, engage in the unhindered exchange of ideas and academic theories, develop their' skills in a comprehensive manner, and guarantee their success in the future.

The Freedom Scholarship is a full scholarship granted to international students who intend to apply for undergraduate or postgraduate degrees within the FEUSSR's universities. This includes students from the Asian Union, as well as students from other continents and countries. The scholarship can also be extended to academics as well, who are privy to receive one-off bursaries to contribute to research costs. In turn, the OFSA provides all universities within the FEUSSR with the necessary funding for them to provide successful scholarship applicants with the Freedom Scholarship.

Scholarship students are exempted from paying tuition during the normal academic period, and are also provided with steeply discounted comprehensive medical insurance. Subsidised on-campus accommodation and a living stipend of $3,500 USP per month is included as well. Students with limited financial means or otherwise incurring a socioeconomic disadvantage (i.e: low-income household, estranged/single parenthood, orphaned, etc.) are granted priority.

Minister Nilsson has tied with Astrom; both at 34% while Lind has garnered 32%, catching up once again but still not enough to secure victory. The election is in its final hours, and Nilsson has publicly stated that he hopes to break the stalemate between him and Astrom and grab a victory.

Due to the Century Initiative undertaken by Canada to increase the population, this year Canada has announced it has a estimated population of around 50,500,037 people with a growth rate of 1,151,251. Due to recent law changes aswell for the Century Initiative, Canada has become one of the most easiest countries to immigrate too in the world.

Leaders in the majority and minority have agreed to form a special committee which will explore the legalization of Same-Sex marriage within Israel.

Currently the issue of same-sex marriage is illegal, but Israel does have a pathway where same-sex couples can be married outside of Israel, and apply for marriage licenses. This committee will seek to close that loophole, and open up same-sex marriage across the board.

Currently 57% of Israeli citizens support same-sex marriage being fully legalized in Israel. There is no enforcement for punishment regarding the issue, but nonetheless the committee will explore the options.

Lobby of MPs propose vote

Although the British Crown Commonwealth has recognised the state of Israel since it's inception in 1947, and then later the territorial gains as a result of the Six-Day and Yom Kippur wars' in 1973, it has remained 'officially ambivalent' on the annexation of Lebanon leading to irregular and limited diplomatic relations.

A cross party lobby of MPs has put forward a motion to request that the Foreign Office make a decision of recognition of the current borders of Israel.

David Zachs the proposing MP said in a statement:

"The current state of Israel is a tolerant democratic nation with a market economy, and deserves our recognition and support. It's territory as of today is de-facto and denying this helps no one in the region. Although the vote will not compel a decision either way, we hope that it will persuade the government to make a decision once and for all, and myself and colleagues hope that this will result in recognition and normalisation of diplomatic relations".

Political parties have all ruled out use of the whip saying that it is a 'vote of conscience' for MPs.
