Hr’rmm, bearing in mind that how many nations don’t answer issues, I wonder whether every nation that does answer issues — and that therefore, unless its owner has switched-off the possibility, receives cards without needing to rely on donations from other nations — is in the Top 10% for this stat?

Meanwhile, I somehow happen to be in the top 11% - which is nice.

It does seem to be extremely easy to get a badge for it. Makes it nice and inclusive feeling for folks putting even a minimum of effort into collecting.
