- Rarely seen Van Gogh 'Street Scene in Montmartre' sells for over 13m
One of the few paintings by Vincent Van Gogh still in private hands, "Street Scene in Montmartre", was sold for over 13 million florins Thursday at auction after going on public display for the first time this week, Sotheby's said. The painting -- which emerged after a century spent in the same collection and has not been exhibited in public since it was painted in 1887 -- fetched 13.091 million florins ($15.414 million), Sotheby's said. Reaching well above the estimate of 5-8 million floris, Sotheby's said the sale price was a record for the artist in France. The 1887 work by the Dutch post-Impressionist master, one of more than 200 paintings he produced during two years spent in Paris, portrays one of the windmills that dotted Montmartre when it was still just a village on the northern outskirts of the capital. A couple stroll and two children play in front of a wooden fence and leafless trees depicted in the characteristic tan and brown tones of his "Dutch palette", punctuated by a bright red flag blowing above the mill. The period marked a turning point in Van Gogh's career as he began exploring expressionist techniques and new uses of colour in the final years of his life, before his suicide in 1890 at the age of 37. It is not considered one of his best works. The last Van Gogh sold at a public auction, "Labourer in a Field" from 1889, went for $81 million at a New York sale in 2017.
Specialists knew of the work but it was only catalogued as a black-and-white photograph and was acquired by a French family around 1920. It had been placed on public display for the very first time this week since it was painted 135 years ago. "Paintings from the Montmartre series are rare: It's very likely to garner a lot of interest from private buyers, the major Van Gogh collectors all around the world, and probably from institutions as well," Aurelie Vandevoorde, Sotheby's head of Impressionist and modern art in Paris, told AFP ahead of the sale. The identity of the buyer has not been divulged. Claudia Mercier, an auctioneer at the Mirabaud Mercier auction house that was hired by the painting's owners, said it had been examined by the Van Gogh museum in Amsterdam, "which has shown serious interest in the work". The sale of the painting was the highlight of an auction of 33 works from masters including Degas, Magritte, Modigliani, Klee, Rodin and his muse Camille Claudel sold in an auction live-streamed by Sotheby's in Paris. The painting was re-offered at the end of the sale in Paris after the auction house scrapped its initial sale earlier in the afternoon -- where it fetched a slightly higher sale price -- due to problems with online bidding.
Other highlights included the sale of a recently restituted work by Camille Pissarro, "La Recolte des pois", which fetched 3.382 million florins. It had been originally commissioned by Van Gogh's brother, Theo. Francis Picabia's "La Corrida" meanwhile fetched 3.152 million florins.

Seeing the hostile militarism coming out of Moscow on display at the Sino-Russo border, the Prime Minister has authorised the partial mobilisation of the Royal Nordic Army to be able to defend the Federation and other allies from any attack that the Soviets might be planning. The Scandinavian Mountains Missile Defence System has also been authorised to be brought up to high alert status as to protect everywhere from the Arctic Ocean to Bydgoszcz, where the Hungarian missile defence system ends, from the threat of Soviet nuclear attack. The ambassadors from the Soviet Union and the Republic of China have been requested by the PM for a meeting, she is just waiting for a response.

Kurdistan Communities Union signs preliminary agreement with Nationalities' Congress
On Saturday, April 3, the Kurdistan Communities Union (KCK), the coalition that came out with the most seats in last month's general election, has signed a preliminary agreement with the Nationalities' Congress (KN) to form a governing coalition in the country's parliament, the Peoples' Legislature of Kurdistan.
The KCK's point persons for government formation talks, Mirad Qarayilan of the Kurdistan Workers' Party and Aisha Heso of the Democratic Union Party, announced the preliminary agreement in a press briefing late on Saturday. They were joined by the KN's point persons for creating a coalition, Kerim El-Din Fadil Fetum of the Democratic Socialist Arab Ba'ath Party, Selma Gurkan of the Turkish Labour Party and Hrant Markarian of the Armenian Revolutionary Federation.
"The Peoples' Legislature is one step closer to creating a government that has the mandate of the people of Kurdistan," announced Qarayilan during the press briefing.
Neither the KCK nor the KN have revealed all the details in the preliminary agreement, save for one point: The creation of autonomous vilayets (provinces) where the interests of ethnic minorities can be prioritized in a way that a confederational government cannot do so. The KCK and the KN have come to an agreement that plebiscites will be held for the creation of autonomous vilayets for Arabs, Turks, Armenians, Assyrians and Yazidis.
The representatives from the KCK and the KN were uncharacteristically defensive when reporters asked them about the possible creation of autonomous vilayets for ethnic minorities with party representation in the KN, namely the Azeris, Turkmens, Jews, Persians, Shabaks and Lurs.
"We do not want to overwhelm our people with plebiscite after plebiscite after plebiscite. We shall begin with votes for Arab, Turkish, Armenian, Assyrian and Yazidi autonomous vilayets. If we are to form a coalition agreement, a bill granting this request for plebiscites on these regions shall be one of the first bills we present to parliament."
The KCK and the KN will be holding further discussions regarding the finer details of the government formation agreement, such as committee assignments, priority legislation as well as the specifics regarding the bill about the autonomous vilayets. A source working closely in the government formation talks told the Kurdistan Information Center that the KCK and the KN are arguing about the borders of these autonomous vilayets, as well as who is allowed to vote on them. The KN is pushing to only allow a certain ethnic minority to vote on the plebiscite - Arabs for the Arab autonomous vilayet, Turks for the Turkish autonomous vilayet, etc. - while the KCK believes all who reside within the borders of the proposed autonomous province should have a say in their potential new provincial government.
No news yet regarding other potential obstacles towards creating a working government, such as economic, foreign and cultural policies, as well as who gets to be co-prime ministers. Co-Prime Ministers Selahattin Demirtas and Asya Abdullah have both expressed interest in retaining their seats, while Fetum, Gurkan and Markarian have also expressed interest in becoming a co-prime minister.
As of press time, the KCK and the KN have just 16 days left before they are legally bound to hold an investiture vote presenting their proposed committee co-chairs and co-prime ministers to the parliament. If they fail to conduct an investiture vote in time, or if the vote fails to pass in parliament by a simple majority, all parties in parliament will have another 30 days to present their proposed government. If this succeeding 30 days once again fails to create a working government, new elections will be held.

500 anti-IUP protesters take to the streets in Rome
While Maria Fraioli has only been President for a year, the Italian United Party has remained in charge of the country since the birth of the Italian Republic in the early 90s. Over time, the IUP has become increasingly more hostile and totalitarian, with crackdowns on foreign cultural and economic influences and the steady decay of democracy within Italy.
500 men, women, and children took to the streets two days ago to protest the decay od democracy after the IUP passed two unrelated bills that made any criticisms of the government illegal and a bill that made it illegal to create new political parties.
Many posters called out for Fraioli to take back the bill and publically promise that there will be an election in 2025. Yesterday afternoon, President Fraioli made a vague statement that '2025 will still provide Italians with a choice.'
Early this morning, protesters remained in the streets, blocking traffic and the doors to some government buildings. President Fraioli promised to end the protests by the end of the day, and that this day 'would be proof of Italy's democracy.' Stil skeptical of Fraioli's claims, protesters remained on the streets even after persistant warnings to 'pack up and go home.'
Media outlests (all of which are state-owned) started labelling the protests as riots despite the protests remaining peaceful. The allegedly threatening protests saw the military arrive to take care of the situation at 12 noon, with the military openning fire shortly after.
Descending into chaos, around 50 were killed and 150 injured. The events have been likened to Russia's Bloody Sunday of 1905. Fraioli and the IUP have not made a statement since, with state-owned media claiming that 'the streets have finally been cleansed of traitors.'
- Muslim Minority Parties Submit Kosovo Equality Bill
Members of the Kosovo Democratic Party (PDK) and Demijet have summited a bill to the Federal Chamber of Yugoslavia requesting the Autonomous Province of Kosovo, an autonomous Province of Serbia, be given the right to enter into the Federal Republic of Yugoslavia as Constituent Republic with all the rights, privilege's and powers that come with the status. Representatives from Demijet and the PDJ argue that Kosovo, due to its ethnic and religious make up ought to be a separate and distinct Republic like each of the other Constituent Ethno-Republics of the Yugoslav Federation.
Some Serbian opposition was quick to mount over the issue as some Serbs, particularly within the Republic of Serbia, continue to view Kosovo as an integral and historic part of Serbia. Thus viewing the bill as an insult to the unity of the Serbian Republic, while proponents argue Yugoslavia has previously acknowledged the existing linguistic, ethnic, and cultural differences between Macedonia and Serbia, paving the way for the establishment of the seperate and unique Macedonian Republic within Yugoslavia.
The future of Kosovo is presently unknown, but with the current global climate and the pursuit for Republican Status over the post 2 decades we can see a glimpse of what the future holds foe the region. With the World in a State of heightened pressure due to the rising Cold War, its unlikely any members of the Yugoslav Government or the Republics want to be caught dealing with internal struggles or strife. With that in mind, it's easy to see a path forward for both factions. Those that would see Kosovo become a Republic to avert the internal struggles that would come with a prolonged debate over the issue. And those that would see the debate postponed until a time in which internal debate does not put the Federation at risk in the event of potential global conflict.
What is known, in this moment is The Federal Assembly, Serbia, and Kosovo are going to have to decide soon how to handle the issue moving forward.

At the Council of Europe, the representative of the Federation, proposed a large scale high speed rail system that will connect all the way from Stockholm to Athens and Marseilles allowing people to travel throughout the UES with ease and speed. The proposal included two rail systems, the Stockholm-Athens line, and the Stockholm-Marseilles line which branch off from each other in Hamburg. The Stockholm-Athens line goes from Stockholm to Gothenburg, to Copenhagen, to Odense, to Hamburg, to Berlin, to Dresden, to Prague, to Vienna, to Bratislava, to Budapest, to Belgrade, to Sarajevo, to Pristina, to Skopje, and finally ends in Athens. Then the Stockholm-Marseilles line follows the Stockholm-Athens line up to Hamburg, then going to Amsterdam, to The Hague, to Antwerp, to Brussels, to Lille, to Paris, to Lyon, and then ending in Marseilles. These lines would just be the main lines to connect the nations of the UES, there will be other lines that will branch into Poland, England, Croatia, and the rest of Germany and France.
The British Government is also interested in achieving a connection to the proposed high-speed rail system, possibly by rail ferry or by an underground tunnel through the English Channel. The Transportation Ministry is prepared to draw up potential cost-benefit analyses of the proposed project should Britain be permitted to become attached.

- Bill to legalise euthanasia goes to French Parliament
If the draft law were to pass, France would become another country to decriminalise assisted suicide, after countries like Netherlands, Belgium, Luxembourg and Spain. The bill was brought by Olivier Falorni, deputy for the parliamentary splinter group Libertes et Territoires ("Freedom and Territories"), whose handful of MPs range from the centre-right to the centre-left. Using Thursday's National Assembly time allotted to his party, Falorni plans to fight for the bill which he said raises "existential questions". The law, he argues, would end what he said was a national "hypocrisy" because French residents often travelled to Belgium or Switzerland for assistance in suicide, while French doctors already secretly performed an estimated 2,000 to 4,000 acts of euthanasia every year. Current law allows deep sedation of patients who suffer from incurable illnesses, but not to end their life, or help them end their own life. Legalising euthanasia is supported by many deputies, including a majority of President Gabriel Saint-Clair's own party, the PPR.
Neither Saint-Clair nor his government have weighed in on the debate, although the president is on the record as saying in 2017: "I myself wish to choose the end of my life".
Philip, Duke of Edinburgh, dead at 99
London has come to a standstill as mourners and well-wishers convene on Buckingham Palace after news this morning the the Duke of Edinburgh, the long-serving consort to the Queen, passed away in his sleep. The Royal Family is expected to enter a period of mourning while the Duke's funeral arrangements are planned. Parliament has adjourned in respect to the Duke and is not scheduled to gather again until after the funeral service.
