Raphtalia started walking. “Well, I’m not originally from Ventus Prime. I lived on a planet in the Kapetyn System as a slave. Of course this was before Ventus Prime colonized the system.
“The Kapetyn System was more or less ruled by a group of corporations and they cared more about profits than the quality of life of those who worked for them. Once the Republic came in, they demanded that we be treated as people. The corporations didn’t want that and war eventually broke out.”
Hiei listened to Raphtalia speak, her positronic brain quickly cross-referencing what was being explained with historical records to better understand the story being told by Raphtalia.
"I think the private business is beneficial for the people, but to allow them to govern your people? I tend to think that is quite foolish and more or less asking for either war, revolt, or colonization by superior beings. It's odd how your people structure their government. Id prefer to put someone with political experience there, and let that family do what they learned how to do. The Emperor's family has been quite proficient with how they run this nation, but i dont understand what a corporate oligarchy would give to the people."

We are pleased to hear that the Cymiopolitans, both their people and their government, have accepted this potentially exciting and amazing opportunity to meet each other and gain critical knowledge on each other's nations that could result in stronger ties and bonds between the respective nations. My husband the Emperor Erwin Zenzefer III wishes to express his deepest appreciations and gratitude for "being so generous to accept an offer to further the peace and prosperity of nations near and far." We wish to extend you the knowledge that it is unlikely that my husband will have the opportunity to meet the Doge and Prime Minister. He has told me that "Due to my complete ineptitude concerning social gatherings and my lack of any kind of social graces, i feel it would be detremental to the meeting should i attend, and will only meet with you should you explicitly request my appearance."
That said, we hope that this does not deter you from enjoying everything that ShangXiang has to offer. From our ShangXiang Imperial Palace, to the ShangXiang Market, and eventhe NeuBrandenburg Gate. There is plenty to see and enjoy in the capitol. To further ensure that you will be safe, yet comfortable, we will only keep our armed guards in their respective watchtower positions and at our Palace gates, to ensure that you may walk around the palace freely without having to worry about an uptight guard with his meddlesome weapon in your face. This visit is to strengthen our ties and explore possibilities of allyship and co-operation, and to show you what we have to offer, rather than flaunt our military strength.

After coming off a successful meeting with a previous delegation, i believe that i will bring with me Crown Princess Haruna von Zenzefer - Kawashima, Princess Takao von Kawashima, and Princess Hiei von Platz. We feel that given how successful the previous meeting with another nation was, that no changes were needed. Both the Doge and the Prime Minister were sipping their wine while seated across from each other in Griffin One, the state-owned luxury Autolycus DR-26 spaceliner. Both men were discussing their game plan for this dplomatic meeting that may grant a significant trade partner and possible ally in Central Europe.
Andreas, as the Head of State who only hold's ceremonial powers, will attempt to charm the Scherzingerian monarchs. While the Empress Momo's letter has informed the delegation that Emperor Erwin will refrain from the actual negotiations, the Doge hopes that they will be able to connect during tonight's banquet after a few glasses of wine.
The Prime Minister on the other hand will have to do the diplomatic heavy lifting. Following talks with his cabinet, he is hoping he will be able to strike a deal that is favorable for Cymiopolis. With the opening of embassies being almost a guarantee unless somebody does a major μαλακία, priority number one will be securing a free-trade deal. With Scherzinger hinting at pursuing a colonial space empire of their own in the future, it is of the upmost importance that Cymiopolitan ships produced by Odyssey Starships have an advantage when they choose the transports of their new fleet and Cymiopolitan resources mined by the CCE be favored for the construction of their colonial settlements. Only then will Spyros Metaxas attempt to sweettalk them into potentially joining the Versailles Pact and upgrading this neutral relation into an alliance
Both men were deep in their thoughts when they were interrupted by the vessel's intercom:

“Ah...no unfortunately,” Raphtalia blushed. “Honestly, we didn’t end up meeting one another until one day when we got ambushed by an enemy fleet. The ship was falling apart and we just happened to run into each other. The escape pods had malfunctioned so we had to find a ship.
“Luckily we found a ship - an ARC-170 - that usually has to be manned by three people and unfortunately there were only two of us. Fortunately, Lysithea was able to navigate a starfighter while the entire ship was tilting at a 45 degree angle. But even though we escaped, we had to deal with an entire enemy fleet.”
Momo was no fool, she tried to study intensely on the nation that she would eventually meet the leaders or delegations of. Not to mention the three gorgeous androids that could confirm or inform her of any correct answers or mistakes respectively. "I know very little of this nation Empress, please forgive me. The records that are released to the public give me little insight to potential motives they might have." Hiei said, visibly frustrated. "Don't stress yourself out darling, it is hardly your fault that the Cymiopolitans keep alot of their information confidential." Momo said.
"Mother, they are a member of the versailles Pact. If they are anything like the Ventians, they might push for us to join it, or they ight casually slip in into this meeting in some form or another, or they might perhaps attempt to tack it on to some sort of deal they might attempt to push." Haruna said in her sull monotone voice. "Of course daughter. Thank you for this information, i was aware of their affiliation, but i am not prepared to make assumptions on their trade methods." The eyeglassed beauty of an Empress replied.
"Or" Takao started "they could always just be here to deliver some ultimatum that either forces us to join their alliance or face conflict" Takao said in her naturally seductive voice. "Takao, all respect, the Cymiopolitans aren't stupid. They wouldn't go to war with us. High Charity II aside, we are just now coming out of isolationism, and we haven't much to prove, and our worth isn't exactly measurable on a galactic scale, like the North Italian Union, Ventus Prime, the Nationalist German Empire, or otherwise. I would think that the Cymiopolitans have much bigger fish to fry. It seems somewhat odd that a Monarchy would want to war with another Monarchy, it is simply...." Momo spoke, but was cut off by Hiei
"Empress Kawashima, the Cymiopolitans have passed High Charity II and appear to be close. We should welcome them." She said
Momo nodded, and, making final adjustments to her uniform and eyeglass, escorted her entourage out to the front of ShangXiang Palace
Hiei continued to listen, pushing her glasses to her face gently. "That's quite the dubious feat. Very impressive" She replied, allowing Raphtalia as much time as she wanted to speak.

Kiyomi led the two through the hallways of the Imperial Palace. Flanking Kiyomi was the Minister of Foreign Affairs who stood quiet while the Vice Chancellor, her bodyguard and her Heavenly Majesty spoke to each other and the General of the Army who walked by the Celestial Empresses left side.
While she seemed to lead the two with her Minister and General slightly skipping along as they came towards the living room of the Imperial Palace. Though by her side her ears hear someone spoke of her title and she shifted her head slightly. Only to see Raphtalia-sama asking a question that Kiyomi had no sort of good or valid explanation.
Kiyomi: "Well, there is no hard evidence for that, if you ask any scientist in Japan they will say 'Kemonomimi's have evolved as a separate branch of humanity,' though if you ask any person who worships the Gods and Goddesses along with the spirits of this realm, they would say 'Kemonomimi's have came from heavens and spiritual world and somehow had enough energy to manifest themselves in the mortal realm until this energy is drained,' much of our people's past has been forgotten after our people had been enslaved and humans started burn anything that had related to our history. I only know that our people have been living on Earth for around 10,000 years." she replies.
Raphtalia almost snorted, not expecting the term to come from her of all people. “Well anyway, one ship against an entire fleet would’ve been impossible odds. But not for Lysithea. Of course it helps having a ship with a rear-facing cannon but even then we shouldn’t have been able to get out of that. But Lysithea she...has a talent no other pilot possesses. Even against a squadron of droid starfighters, she was able to outmaneuver them.”

Announcement of the August Founder
The first ever Founder Decree is hereby enacted into law, effective immediately. In accordance with §21 and §23 of the Constitution, I have decided to take precautionary security measures to preemptively ward off any threats against regional security and the region's membership by temporarily imposing a regional password, barring foreign nations from freely entering the region.
These security measures will remain in place until no later than 17 July 2020, 12:00 UTC.
- By the authority vested in me as Founder and Supreme Executive Authority of the New West Indies, in pursuance of §21 and §23 of the New West Indies Constitution, to ward off foreign aggression against the membership of the New West Indies as well as regional security and integrity, it is hereby decreed as follows:
Section 1. Purpose. In the light of recent events, both on-site and across the entire internet, namely the repeated transgressions made by the nation of Yashou Japan and/or nations affiliated to their main nation or the region of the Union of liberty, as well as the ongoing attacks by anonymous homophobic internet users against LGBTQ* people in the course of the so-called "Operation Pridefall", it is necessary to take preemptive measures to prevent foreign nations from sowing dissent and harassing the New West Indies membership and, a fortiori, threatening regional security and integrity. Furthermore, protecting the region is even more necessary now that the New West Indies are openly celebrating "pride month", thus attracting the attention of potential attacks against individual members, and will be holding two important elections during the next weeks. Considering the latter, these measures shall prevent these elections from being tampered with via undisclosed puppets.
Section 2. Declaration. (a) For the time this Decree remains in force, a regional password shall be imposed, which will be given only to the leaders of the respective government branches incumbent at the time of this Decree's adoption. Therefore, free immigration into the New West Indies will be suspended until this Decree is rescinded.
(b) While outside nations may no longer freely enter the New West Indies, potential new members may still enter the region after submitting their citizenship application to the New West Indies government and having been granted citizenship of the New West Indies. All applications shall be thoroughly investigated by the relevant authorities of the New West Indies government. If the Department of Internal Affairs determines an applicant to be non-malicious, the applicant may be given the regional password to enter the New West Indies.
(c) All recruitment programs for the New West Indies shall be suspended for the time being to minimize the amount of applications submitted until the regional password is removed.
(d) Moderators of the New West Indies' third-party communication platforms are encouraged to subject every new entry to critical scrutiny. While ambassadors and diplomats of foreign regions may still be granted access to third-party platforms, other users accessing said platforms shall be given access only after entering the region in accordance with the procedures described in Section 2 items (a) and (b) of this Decree.
Section 3. Duration. The security measures described in Section 2 of this Decree shall enter into force immediately upon its proclamation and shall remain in place until no later than 17 July 2020, 12:00 UTC. This Decree may either be rescinded before the aforementioned date by myself, the nation of Achipel, or be repealed by the General Assembly via simple majority vote or the Secretariat of the New West Indies.

My family fled from Japan as the the Shogunate wanted us dead for good. Our people founght in slave corps and worked in intense labor jobs in a poverish environment. Three centuries on of blood, sweat, tears and toil until the Imperial Japanese Army in 1936 divided into two factions and hence we took the opportunity to strike. With the help of foreign aid and my ancestor Kasumi I led her people through the revolution. Establishing this very nation. . . Which ultimately has failed to provide the needs of its people.” She explains, “Ah so you’re not originally from Terra? I guess I should have assumed that firstly. It’s that time of year again, which is among the most important for the region. In the UTC time-zone, it is now June 4th, which officially marks the beginning of the nomination period for the next Secretary-General of the New West Indies. The Secretary-General, as you likely know by now, is a central figure in the happenings of the community, leading the government via diplomacy, security, moderation, and overarching administration. They also appoint a cabinet of four Secretaries to assist them in their tasks.
As the nomination period has begun, any citizen (excluding Karteria, who has exhausted his consecutive terms) may declare their candidacy for the position. You may do so publicly if you wish. Regardless, you should telegram Karteria of your declaration and your proposed cabinet so that they may be added to this dispatch that is viewable for everyone. If you wish to run, please know what you are getting into. It is recommended that you take into account the legal and practical responsibilities of the position as well as who is best suited for your cabinet. Consider looking at the relevant sections of the Constitution as well as 
General Assembly law.
Remember that, by law, you must submit your proposed cabinet of four Secretaries to either the Founder (Achipel) or the President (The anarchist communist) at least 36 hours prior to the beginning of the election. Only citizens may become Secretaries as long as there is not a conflict of interest. You should consider viewing §18 of the Constitution to get a firmer grasp on who does what.
The election will take place from June 14th through June 17th (for a period of 72 hours) on-site through a regional poll. It will be open to citizens only. Votes will be verified by the President of the General Assembly The anarchist communist. On July 1st, the new Secretary-General will assume office, unless there was a tie between two or more candidates.
