This is what I have so far, there are still way more I'm adding and tweeking, but feel free to add your imput.

Article I: Citizenship
These criteria must be met in order to gain Citizenship:
1) Must currently reside in the region.
2) Must have been in the region for at least five days.
3) Must be your primary nation.
Article II: Basic Rights of Citizens
1) Citizens are guaranteed under this constitution the right to freely express their opinion on any topic, including, but not limited to: religion, politics, philosophy, the regional inhabitants and regional leadership without fear of suppression, ejection or banishment.
2) Citizens are not to be judged by their nations Category, Civil Rights, Political Freedoms or Economy.
3) Citizens will not be judged on race, gender, ethnicity, sexual orientation or religious affiliation.
Article III: Criminal Behavior.
1) Cheating, Insults or Defamatory remarks within Nation, Hateful Behavior, Spam, and anything else that goes against Nationstates' rules are concluded to be Criminal Behavior.
2) Any nation(s) suspected of Criminal Behavior will be given one warning.
3) Any nation(s) accused of Criminal Behavior after their warning will have the post(s) in question reviewed by the Delegate, Co Delegate and Founder.
4) Any accused nation(s) will have the opportunity to attempt to justify the post(s) in question.
5) Any post(s) made in good hearted nature and are accepted as joke by all parties involved are exempt from punishment.
6) Any nation(s) that attempt to raid the Region will not be given any warning and will be banned from the region immediately.
7) A nation that has been banned from the region for anything other than raiding may re-enter the region after a period of Six months.
8) Nation's banned for raiding may never re-enter the Region for any reason.
Article IV: The World Assembly and Endorsements.
1) The delegate will vote on WA issues in accordance with popular opinion of the region.
2) Nations are encouraged to vote for the current Delegate to safeguard the region from raids.
Article V: Public Office.
1) All citizens have the right to vote in any public election, and all other regional polls.
2) Any Citizen may run for Delegacy or any other regional office.
3) In order to be elected the citizen must have have the vote of the majority, and possess at least ten votes
4) The Delegate has executive power full time.
5) Delegate elections will be held every Six months and the terms begin at Midnight once the election has concluded.
6) Co-Delegate position is appointed by current Delegate and shall be permitted to hold another office position, but the Co-Delegate shall be selected by the Delegate when running for the election.
7) In the event that the current Delegate cannot fulfill his/her duties, the Co-Delegate will serve the remainder of the Delegate’s term.
8)All Elected Officials other than the Delegate will hold their position for Three Months.
9) Public Offices include:
Minister of Inter-Regional Affairs- Pays attention to embassy regions; makes sure raids aren't being planned or executed; helps negotiations with potential Embassy Regions; takes orders from Founder.
Immigration Officer- Manages new nations coming into the region; makes sure no nation is creating large amounts of alternate nations; reports to the Delegate for further consideration of cases; helps Delegate with recruitment.
Minister of Information- Helps with recruitment; provides help to new nations that do not yet understand how to play the game; assists founder in writing welcome telegram.
Founder- Boss; has the right to assume complete control of the region in the event of a raid; can carry out actions of other positions during their absence.
Delegate- In charge of recruitment; Represents the citizens.
Co-Delegate- Represents the Citizens as well, but has to go through the Delegate or Founder for direct action; must be in the World Assembly; replaces Delegate when he/she is unable to fulfill their duties.
Head of Role-Play- Appointed by the Founder, Delegate, and Co-Delegate; in charge of regional map; makes sure Role-Play remains realistic; can draft documents to be used within the Role-Play Region
Article VI: Amending The Constitution
1) Any Citizen who has been in the region for ten days may draft and submit amendments to this Constitution.
2) The Amendment must then be cosponsored or seconded by another Citizen whom of which is not a puppet nation.
3) If this occurs then the Amendment shall be voted on once the current vote, if one is occurring, has ended.
4) The Amendment must receive 66% of the Region’s Populations vote in favor in order for the Amendment to pass.
5) If the Amendment fails then the Amendment may be brought back up at a later time and date of at minimum 1 week from the end of the election.
Article 7: Puppets and to all things unto and pertaining.
1) A Puppet Registry shall be established and conducted by Region’s WA Delegate. This registry shall not the owner’s main nation and all puppets of said nation.
2) Puppets are barred from voting in electorate polls, but are permitted to vote in opinion polls on political or casual topics.
3) Puppet Masters who violate Article 7 Subsection 2 shall be given 1 warning, permitting the offense, and after that they shall be put on public trial where the Region shall determine the Guilty/Innocent ruling.
4) After the ruling has been made and in order of Guilty then the Regional’s Collective Government shall discuss in a PM the punishment. If the violator is part of the government then they shall be excluded from talks.
Article 8: Restrictions on the Founder and Office Holders.
1) In accordance with Article 5 Subsection 9. The founder has the right to take control of the region in event of a raid. A raid shall be defined as another group, nation, or region, that is attempting a take over of the Region.
2) The Founder Must notify ALL cabinet and elected officials that are in Article 5 Subsection 9, of this Activation and receive their consent within a 24 hour period.
3) If the Founder does not receive concent from a member due to inactivity then the Founder shall be permitted to skip over them, but they must post this in the Regionial Message Board.
4) If a member denies permission to the Founder then the Enabling will end.
5) The Founder and all Office Holders shall be held accountable to the laws they pass and events that occur within their field.
6) If a Public Office Holder leaves the Region of ceases to exist, then an Emergancy Election may be held for his or her replacement, unless it is the WA Delegate which in that case their Co-Delegate will assume their position.
Article 9: Process for Removal from the Region.
1) For the Process of Removal from the Region there must be an Open Court Case held and the accused Nation shall have the right to defend themselves, or have a member of their choice to defend them. Though said member may deny that selection.

That's why I'm urging people like you to recruit more WA members to the region, for I'd like the Government's power to be dispersed rather than most of it being placed in one person's hand. I am a firm believer in Democracy; whether it be someone else who is the WA Delegate or I.

As for those who left the Constructivist Party due to Bacon I say, Let not one man chase you away from your beliefs. Remember that throughout history BOTH US political parties have had some terrible leaders. The Democrats had Wilson, Andrew Johnson, Carter, and LBJ. The Republicans had Nixon and Hoover.

I will also stand against and urge others to stand against this Constitution until we get a transparency clause. Kyro wanted an Amendment to check the federal government then this is something that must be included.
