Ok, can I just make it clear: You cannot declare war on NationStates. There is no war feature outside a few issues (which are actually wars against a fictional nation that isn't controlled by a player, or anything at all really) and Roleplay.
It may surprise you when you join a game about nation management that you cannot declare war, but that's the way it is (I personally don't like the games which do include war, aside from player vs ai 'Grand Strategy' games). For more information read this: page=faq it answers the question about war much better and more directly than I do.
