It is September 23, 2032, at 9:30 p.m. in the city of Dragoneer. The Sultan calls out for a speech. The cold night in The capital district of Dragoneer has over 65,000 people gathering. On this night, the Sultan gives his speech for which he had prepared for the past 4 and a half months.

He proclaims that the Sciencizonian Empire is to be declared today, and that Sciencizon Would never be taken advantage of or attacked ever again.
He bans conscription to only to be used when Sciencizonian Territory itself is attacked and under threat, and instead opts to heavier encourage people to join the military by doubling pay for soldiers, officers, NCOs, and commanders, making it easier to join or volunteer, spreading military ads, and more.

The Sciencizonian Liberado Banner(The old flag) p, is replaced with the new flag, the Sciencizonian Glory Banner(The new tricolor). At 9:03 p.m. the next day, the tricolor is raised over the Congress and Sultan’s Palace, and in the following minutes, all government buildings wave the new flag.
