I should have made myself more clear. We only shoot down satellites when we know the only possible locations that they can land in are in the ocean.

Shooting down satellites is considered an act of war, and very thusly so. In due time, should all nations test their weapons in this manner, we will no longer go into space.

However, we do not have a right to tell you where to point your missiles. However, we do have a right to receive reparations for ANY damages caused to Zukchivan satellites, that can be traced to your "weapon tests."

Kessler field is a pretty unlikely event. Although yes miniscule particles are dangerous, space is extreme vast, with hundreds of millions of cubic kilometers in just low Earth orbit. It would take a ridiculous amount of fragments to create such a debris field.
