Basically what Newark said, you don't actually have to create one. They are very helpful for organization of info like history, military, economy, etc. though.

The NSWiki part is an optional field. And besides that, NSWiki is used basically by the Forum RPers only. Other people in different regions use it as well, of course, just that only Forum RPers use it here.
Also, if you read the little blurb at the bottom of your screenshot, it clearly says that only fields with an asterisk next to them are required to be filled.

Sorry I have been inactive for so long, there was dance recitals I had to attend to.
Anyway, what happened across the course of January was the Economic Production ceased at midnigh 1/1/2062. The economy is now in an acute downward slump, and defense costs are rising to far to handle. the end result being that the Military had t go through catastrophic cuts, annhilating the navy and 3 of 4 divisiond of the army. USL is now dangerously vulnerable to 
Kampf Empire's invasion. all that is required, is intitative.
