Yes, he can decide his population, I never said he couldn't. I simply pointed out that he's not going to get very far, surrounded by rampant imperialists, with a population of 5-10mil spread thinly between a large island chain in the middle of the most active region on the map.

The next paragraph doesn't make much sense. For one Dragons are creatures, not races. Yes, they're OP, but they're roleplayed with a pacifist tag, and aren't insanely common, say as an entire race of crocodile people would be. Sure, Croc could make his people pacifist, still means there's 10 million of them spread across the world, and the bottom line is, Valsora doesn't allow massive races of non-humans. Valsora is human-centric, always has been.

Again, this isn't done because I want to be mean. The map is run like this for a reason, and I'm not going to change the entire way the map runs just to appease one person. I'm afraid this is how it works, if Valsora doesn't work for you, I'm sorry but that's how it runs, there are plenty of other maps who can host fantasy in more depth.

i'm not going to spend much more time on this bc it really doesn't matter but

1. okaaaay... but this doesn't really have much relevance if the country in question doesn't have people who aren't oppressed

1. I'm not sure what point you're trying to make, but frankly every country will have emigration, no debate whatsoever there.

2. Countries can opt-out of war RP, but you'll also want to opt out of economic RP and any political RP too if that's the case, war isn't the only way to inhibit a nation. Doing this kinda ruins a lot of what Valsora is all about.

3. Dragons are considered creatures, just as we don't consider a crocodile, per se the same as a person in our world, the same rule applies to humans and non-humans in Valsora. Call it what you want but they're still far from the same thing.

Gotta say, Brethren does seem to be mostly dragons, and nekos and/or the other non-human species are all pretty populus even if they're not as many as humans.

So long as fantasy elements are a statistical minority, it's fine

I should add while there's no concrete number on what is considered a minority, it goes on somewhat of a case by case basis, depending on the fantasy element and their impact. Brethren does a great job with RP, so I entrust he's got it running smoothly, even so I wouldn't want to derail the insane amount of effort he puts into RP by messing with him.
