Well for that second question. I know that I messed up as the Minister of Internal Affairs. But I can say one thing for sure. I will not pull a mistake like that again. I was only a beginner in politics here in the FNR. I have learned a lot and I'll make sure that what I did my first time as a minister will never happen again.

Then the question is simple: how do you ensure accountability on your campaign and if so, your new term as minister?

1.. Ooh one of my favorite parts - asking about your qualifications. Yadda yadda yadda numbers and words yadda yadda yadda what have these positions taught you in the way of leadership and how have they prepared you specifically for the Ministry of Immigration?

3.. Apart from the incentives that you mentioned, is there any other way you will encourage activity within the Ministry? Do you think that these same methods will continue to be valid, or do you think they will eventually become monotonous for recruiters rather than new and exciting incentives?

Most of Tyulenistan's military was inherited from Rumvina's armed forces. These units became the core of Tyulenistan's new military. Since the late 20th century, the Tyulenistani Army has focused on decreasing the number of its armored units, while at the same time updating its current arsenal. Since the dissolution of the Volost Union's military districts the Tyulenistani armed forces have not been involved in any armed conflicts. They carry out regular drills with other countries. The extent of Tyulenistani armed forces involvement is assisting diplomatic and peacekeeping missions.

Ever since joining the Morskoy Security and Trade Organization (M.S.T.O.) in 2021 the nation of Valid has been Invaluable in aiding in Tyulenistan's mission to update and improve its arsenal. Thanks to this Valid and Tyulenistan have become great allies and, as of Feb. 2021, Valid is one of Tyulenistan's largest trading partners.

The positions I've chosen to include in the "Qualifications" section of my campaign — that is, President, Vice President, and Speaker — are not only the most recent positions I've held here in FNR, they're also the most demanding, and all in their own ways.

Being President helped me to develop my NationStates leadership skills. In that position, I maintained close contact with the other members of regional government by messaging them frequently on Discord. I also remained open to assisting and otherwise interacting with the residents of FNR, both on Discord and on the RMB. If I'm elected as Minister of Immigration, I'll be able to apply the same skills when it comes to staying in contact with the apprentices and staff of the Ministry.

In the position of Vice President, it was my duty to step in and help whenever the President or a Minister required assistance with a task. This exposed me to a wide array of the inner workings of FNR's government, and it helped me to gain more experience with each of the Ministries, including Immigration. If I'm elected as Minister of Immigration, I believe that I'll be able to draw on my experiences helping out with that Ministry when I was Vice President.

Finally, in the position of Speaker, I was required to organize debates and votes in FNR's legislature. During my time as Speaker, very many legislature proposals were drafted, requiring me to organize very many debates and votes. This demanded a new level of activity from me; it showed me the type of dedication that's required to hold a position in regional government. Such activity and dedication is especially useful for the position of Minister of Immigration since this position requires a great deal of time and effort spent recruiting.

All in all, these three positions have provided me with many valuable skills and experiences which I'll be sure to apply if I'm elected as Minister of Immigration.

I do believe that the incentives I've mentioned will eventually become monotonous, as you stated. I estimate that they will remain valid for the duration of the April–July 2021 term, but they will need to be changed or added to if the Ministry of Immigration is to remain active following that. Thus, for the purposes of this term, I will stick to using the incentives mentioned in my campaign: Discord reminders for the apprentices of the Ministry, monthly updates to the recruitment leaderboard, and a recruitment championship with fun prizes for the winner.

However, you've got me thinking that introducing RMB advertisements to the Ministry of Immigration would be beneficial in the future. I've made use of such advertisements in the past to promote FNR's political parties as well as the FNDA, and I've noticed that these advertisements have been effective at encouraging activity in these areas. I'll be sure to keep this in mind for the Ministry of Immigration too — advertisements that encourage citizens to recruit could be quite useful!

I suppose whether or not I decide to recruit more hands to the Ministry of Immigration would depend on how many apprentices and staff there currently are in the Ministry. If I'm elected as Minister of Immigration, one of the very first actions I'll take will be to contact all of these people and count them up. If there is an insufficient amount of Immigration apprentices and staff (perhaps somewhere around five or less?), action will need to be taken to gain more.

The best method to accomplish this would likely be to post RMB advertisements such as the ones I discussed in my response to the previous question (the other question 3 :P). In addition, the occasional Discord announcement would be beneficial as well. However, these will be the only two methods I would use, as I don't want to go overboard with advertising. I recognize that it can be annoying if used excessively.

I do not intend to modify the recruitment telegram as of right now. I believe that it does well at highlighting the most important parts of our region while also incorporating elements of humour and creativity. It can be viewed at this link.

As for the welcome telegram, I do intend to change it. It's rather old, and unlike the recruitment telegram, it doesn't include any humorous or creative elements. Revising the welcome telegram is actually one of President Heaveria's goals for this term, so if I'm elected as Minister of Immigration, I'll be working with them to create a new and improved welcome telegram. If I recall correctly, Heaveria has expressed interest in adding some more points to the welcome telegram in order to better highlight all that FNR has to offer. Personally, I'd like to see some more humour added to the welcome telegram.

16th April 1917 (104 years ago): Lenin returns to Russia from exile

On 16 April 1917, Vladimir Lenin, leader of the revolutionary Bolshevik Party, returns to Petrograd after a decade of exile to take the reins of the Russian Revolution.

Born Vladimir Ilyich Ulyanov in 1870, Lenin was drawn to the revolutionary cause after his brother was executed in 1887 for plotting to assassinate Tsar Alexander III He studied law and took up practice in Petrograd (now St. Petersburg), where he moved in revolutionary Marxist circles. In 1895, he helped organize Marxist groups in the capital into the “Union for the Struggle for the Liberation of the Working Class,” which attempted to enlist workers to the Marxist cause. In December 1895, Lenin and the other leaders of the Union were arrested. Lenin was jailed for a year and then exiled to Siberia for a term of three years.

After his exile ended in 1900, Lenin went to Western Europe, where he continued his revolutionary activity. It was during this time that he adopted the pseudonym Lenin. In 1902, he published a pamphlet entitled What Is to Be Done?, which argued that only a disciplined party of professional revolutionaries could bring socialism to Russia. In 1903, he met with other Russian Marxists in London and established the Russian Social-Democratic Workers’ Party (RSDWP). However, from the start, there was a split between Lenin’s Bolsheviks (Majoritarians), who advocated militarism, and the Mensheviks (Minoritarians), who advocated a democratic movement toward socialism. These two groups increasingly opposed each other within the framework of the RSDWP, and Lenin made the split official at a 1912 conference of the Bolshevik Party.

After the outbreak of the Russian Revolution of 1905, Lenin returned to Russia. The revolution, which consisted mainly of strikes throughout the Russian empire, came to an end when Nicholas II promised reforms, including the adoption of a Russian constitution and the establishment of an elected legislature. However, once order was restored, the tsar nullified most of these reforms, and in 1907 Lenin was again forced into exile.

Lenin opposed World War I, which began in 1914, as an imperialistic conflict and called on proletariat soldiers to turn their guns on the capitalist leaders who sent them down into the murderous trenches. For Russia, World War I was an unprecedented disaster: Russian casualties were greater than those sustained by any nation in any previous war. Meanwhile, the economy was hopelessly disrupted by the costly war effort, and in March 1917, riots and strikes broke out in Petrograd over the scarcity of food. Demoralized army troops joined the strikers, and on March 15, 1917, Nicholas II was forced to abdicate, ending centuries of tsarist rule. In the aftermath of the February Revolution (known as such because of Russia’s use of the Julian calendar), power was shared between the ineffectual provisional government, led by Minister of War Alexander Kerensky, and the soviets, or “councils,” of soldiers’ and workers’ committees.

After the outbreak of the February Revolution, German authorities allowed Lenin and his lieutenants to cross Germany en route from Switzerland to Sweden in a sealed railway car. Berlin hoped, correctly, that the return of the anti-war socialists to Russia would undermine the Russian war effort, which was continuing under the provisional government. Lenin called for the overthrow of the provisional government by the soviets; he was subsequently condemned as a “German agent” by the government’s leaders. In July, he was forced to flee to Finland, but his call for “peace, land, and bread” met with increasing popular support, and the Bolsheviks won a majority in the Petrograd soviet. In October, Lenin secretly returned to Petrograd, and on 7 November, the Bolshevik-led Red Guards deposed the Provisional Government and proclaimed soviet rule.

Lenin became the virtual dictator of the world’s first Marxist state. His government made peace with Germany, nationalized industry and distributed land but, beginning in 1918, had to fight a devastating civil war against tsarist forces. In 1920, the tsarists were defeated, and in 1922, the Union of Soviet Socialist Republics (USSR) was established. Upon Lenin’s death in early 1924, his body was embalmed and placed in a mausoleum near the Moscow Kremlin. Petrograd was renamed Leningrad in his honor. After a struggle of succession, fellow revolutionary Joseph Stalin succeeded Lenin as leader of the Soviet Union.

The engine that pulled the train on which Lenin arrived at Petrograd's Finland Station in April 1917 was not preserved. So Engine #293, by which Lenin escaped to Finland and then returned to Russia later in the year, serves as the permanent exhibit, installed at a platform on the station.

Preamble:

ACKNOWLEDGING that FNR Citizenry is in a variety of time zones;

UNDERSTANDING that FNR Citizenry is educated in English in different ways and has different methods to use it;

IN ORDER TO improve understanding of bills presented in the Legislative Assembly and remove possible causes of confusion;

HEREBY standardizes the use of English in terms of date/time standards and imperative usage.

This piece of legislation hereby amends/establishes/ratifies the following:

Section 0: Definitions

  1. UTC stands for Coordinated Universal Time.

Section I: Applications

  1. Laws, Governmental Notices and Governmental Documents that passed after this Act is passed SHOULD adhere to the regulations stipulated in this Act as best practices.

  2. Laws in the Law Archive and past Governmental Documents that passed before this Act SHOULD be updated to follow this Act's regulations.

Section II: Date Formats

  1. Dates SHALL be represented in the format "DD/MM/YYYY"; where DD is the date being represented, MM being the month represented and YYYY is the year represented.

  2. Dates MAY also use an alternative representation format in "DD Month YYYY"; where DD is the date being represented, MM is the full name of the month represented or the short form of the month being represented, YYYY being the year represented.

  3. In both of the representations listed above, it is RECOMMENDED to separate the dates, the months and the year using a blank or a date separator.

  4. Years SHOULD be in 4 digit formats.

  5. Dates SHALL be counted in terms of UTC.

Section III: Time Formats

  1. UTC SHALL be used to represent time.

  2. In the case of no UTC or any timezone specifier after the time indicated, it SHOULD be assumed to be in UTC.

  3. 24-Hour System SHOULD be used.

  4. 12-Hour System SHOULD NOT be used.

Section IV: Local Times

  1. Local Times SHOULD be indicated by "HH:MM UTC +/- X" or "HH:MM {timezone signifier}", in order for interoperability in the FNR.

Section V: Requirement Levels of Imperatives and Key Words

  1. All Imperatives listed here SHALL be fully capitalized, or have its 1st letter be capitalized.

  2. MUST, SHALL, REQUIRED: These are imperatives that indicate an absolute requirement of the statements they refer to.

  3. MUST NOT, SHALL NOT: These are imperatives that indicate an absolute prohibition of the statements they refer to.

  4. SHOULD, RECOMMENDED: These are imperatives that indicate there are reasons to not follow the statement they refer to but must be done under the full understanding of the implications they bring. In other scenarios, statements referred to by these imperatives are the best course of actions.

  5. SHOULD NOT, NOT RECOMMENDED: These are imperatives that indicate there are reasons to follow the statement they refer to but must be done under the full understanding of the implications they bring. In other scenarios, statements referred to by these imperatives are to be avoided.

  6. MAY, OPTIONAL: These are imperatives that indicate that the statement they refer to can be adopted or not with no side effects.

  7. Imperatives SHOULD be used sparingly, only to indicate a requirement that MUST be followed.
